Why do rising powers sometimes challenge an international order that enables their growth, and at other times support an order that constrains them? Ascending Order offers the first comprehensive study of conflict and cooperation as new powers join the global arena. International institutions shape the choices of rising states as they pursue equal status with established powers. Open membership rules and fair decision-making procedures facilitate equality and cooperation, while exclusion and unfairness frequently produce conflict. Using original and robust archival evidence, the book examines these dynamics in three cases: the United States and the maritime laws of war in the mid-nineteenth century; Japan and naval arms control in the interwar period; and India and nuclear non-proliferation in the Cold War. This study shows that the future of contemporary international order depends on the ability of international institutions to address the status ambitions of rising powers such as China and India.

What strategies do rising states use to challenge the established international order and bring about its transformation? This question has received surprisingly little attention, as both realist and liberal theorists have focused on whether or not there will be a demand for change on the part of rising powers. Both schools assume that change will involve open and violent confrontation between status quo powers and challengers. Realists see this as the natural state of affairs and regard great power confrontation to be the major engine of change in international relations. Liberals are more optimistic and argue that rising powers will be more inclined to accept the established order because they find the costs of challenging it to be prohibitive.We believe that these arguments are flawed in that they limit rising powers to only two options: they can either “beat 'em” or “join 'em”. Rising states can either acquiesce to the existing order or wage a full-out frontal assault to overthrow and replace it. In examining the behavior of post-Soviet Russia (the contemporary rising power that has been the most proactive in its opposition to the established order), we find that rising powers have a wider menu of effective strategies available to them - from simply ignoring the parts of the established order that they do not like, to forming new relationships and institutions that achieve specific aims. These strategies allow rising powers to resist the established order and work towards its gradual transformation.

While India’s prospects as a rising power and its material position in the international system have received significant attention, little scholarly work exists on India’s status in contemporary world politics. This Routledge Focus book charts the ways in which India’s international strategies of status seeking have evolved from Independence up to the present day. The authors focus on the social dimensions of status, seeking to build on recent conceptual scholarship on status in world politics. The book shows how India has made a partial, though incomplete, shift from seeking status by rejecting material power and proximity to major powers, to seeking status by embracing both material power and major power relationships. However, it also challenges traditional understandings of the linear relationship between material power and status. Seven decades of Indian status seeking reveal that the enhancement of material power is one of only several routes Indian leaders have envisaged to lead to higher status. By arguing that a state requires more than material power to achieve status, this book reshapes understandings of both status seeking and Indian foreign policy. It will be of interest to academics and policy makers in the fields of international relations, foreign policy, and Indian studies.
