Francesca Maria Corrao is Professor in the Department of Political Science at LUISS University, Italy, and established Master in Politics and Management in Middle East and North Africa. Her work has been previously published in Mediterranan Studies, Arabic Literature & Culture and she is the author of Islam, Religion and Politics (2017), and Le Rivoluzioni Arabe. La transizione Mediterranea (2011). Riccardo Redaelli is the Director of the Master in Middle Eastern Studies (MIMES) at the Catholic University of the S. Heart, Italy, and Professor of Geopolitics and History of Asia. He has published more than 100 monographs, edited books, essays and articles on the history and contemporary politics of the Middle East.

This volume proposes a historical analysis of Italian-Libyan relations in contemporary times. After examining the colonialism of liberal Italy, which in 1911 culminated in the military campaign for the conquest of the Libyan regions, it evaluates the impact of fascism in Libya and the attempt to launch a broader pro-Arab policy. The third section analyzes the construction of the so-called 'special relationship' between Rome and Tripoli since the 50s when an economic interdependence between the Libyan oil producer and the Italian industrial power was pursued despite political differences. Finally, the volume also focuses on the dramatic implosion of Libya and the loss of its political unity following the fall of the Gaddafi regime, which, on the one hand, scaled back Italy's regional role, on the other, spread instability throughout the Euro-Mediterranean area. The volume uses a historiographical methodology focused on primary sources and updated scientific literature but also includes specialized analyses of the most current scenarios. This is the first systematic work on the Italian-Libyan relationship produced in English, accessible to area scholars, specialists, analysts, and students, who intend to deepen their understanding of one of the pivotal factors of the Euro-Mediterranean balance, which is currently missing.

This book focuses on issues that are relevant for the Euro-Mediterranean Partnership. The depth and the extension of the current political crisis in the area have changed the perspectives of conventional Euro-Mediterranean integration policies. The book provides the grounds for new patterns of analysis and addresses policy guidelines which are able to respond to the dramatic challenges that Mediterranean regions are facing. By implementing a multidisciplinary approach, the volume uncovers the structural determinants of migrations in the area: territorial and social imbalances, climate change, unemployment, weak institutions, poor governance, lack of efficient redistributive policies. Each chapter proposes innovative and rich analyses of the socio-economic conditions of all Mediterranean countries. The prevailing evidence suggests that while the North-South imbalances still persist inside the basin, the recent world economic and financial crises have deepened social, intergenerational and gender inequalities. The war on Gaza, the war on Ukraine, the energy crisis, and several initiatives to reshape regional and international partnerships and alliances have made the EU Southern Neighbourhood even more strategic for Italian and European interests. The urgency to diversify the energy supply (drawing on both fossil fuels and clean energy sources) has pushed Italy to strengthen old and create new partnerships with countries on the southern shore of the Mediterranean, as well as turn to countries in sub-Saharan Africa. This is aimed at both transforming Italy into an energy hub and becoming autonomous from Russia. A reflection on energy supply diversification and political reconfigurations necessarily considers the highly strategic Red Sea and Gulf regions, which are increasingly interconnected with the EU’s Southern Neighbourhood in both political and economic terms, as acknowledged by the recent European energy strategy. The volume focuses on the most recent energy and political realignments involving actors in the areas, with an eye to identifying guidelines for an integrated approach able to respond to the priorities of Italian and European foreign policies.The book is divided into six chapters. The first two chapters analyse the relationship between perspectives on cooperation and energy partnerships across the Mediterranean and into sub-Saharan Africa (Chapter 1) and the Gulf (Chapter 2), examining the necessity of proposing alternative models for energy partnerships by promoting investments and cooperation aimed at local development.
