The unique cultures of minorities and indigenous peoples worldwide – spanning a wide variety of customs and practices – are under threat. A decade into the new century sees religious minorities confronting serious violations of their rights around the globe. Other religious minorities have faced a violent backlash, often unjustly accused of siding with belligerents. In Africa, the Middle East, Asia and Latin America, armed conflict and land seizures have forced minority and indigenous communities away from locations central to their religious beliefs. Europe has witnessed gains by extreme right-wing political parties which are targeting religious minorities with their inflammatory language. This is the first book that documents poverty systematically for the world's indigenous peoples in developing regions in Asia, Africa, and Latin America. The volume compiles results for roughly 85 percent of the world's indigenous peoples. It draws on nationally representative data to compare trends in countries' poverty rates and other social indicators with those for indigenous sub-populations and provides comparable data for a wide range of countries all over the world. It estimates global poverty numbers and analyzes other important development indicators, such as schooling, health, and social protection. Provocatively, the results show a marked difference in results across regions, with rapid poverty reduction among indigenous (and non-indigenous) populations in Asia contrasting with relative stagnation - and in some cases falling back - in Latin America and Africa. Two main factors motivate the book. First, there is a growing concern among poverty analysts worldwide that countries with significant vulnerable populations - such as indigenous peoples - may not meet the Millennium Development Goals, and thus there exists a consequent need for better data tracking conditions among these groups. Second, there is a growing call by indigenous organizations, including the United Nations Permanent Forum on Indigenous Peoples, for solid, disaggregated data analyzing the size and causes of the "development gap."

In the year that saw the establishment of UN Women, the new United Nations entity for gender equality and women’s empowerment, minority and indigenous women continued to face violence, discrimination and marginalization, stemming both from their identity as women and as members of disadvantaged minority groups. In Latin America, despite the election of women as heads of state in several countries, African descendant and indigenous women remain virtually invisible in public and political life. They are also the population group that has borne the brunt of armed conflict in the region, subjected to rape and sexual violence. As elsewhere, they have little hope of redress against those who assaulted them. In Europe and Oceania, migrant women face economic and social marginalization, and are often unable to access support services because of their immigration status, leaving them trapped in abusive relationships. In 2010, women belonging to Muslim minorities in the global North choosing to wear the face veil also faced increasing pressure, with bans under discussion in many countries. In the Middle East and Africa, minority and indigenous women continue to be subjected to religious and customary legal systems that deny them their rights, while Iraqi refugee women (many of whom belong to religious minorities) elsewhere in the Middle East are increasingly vulnerable to trafficking and sexual exploitation. In Asia, sexual violence against women has again been used as a weapon against minority women, while land seizures are resulting in further economic marginalization of indigenous groups. Minorities and indigenous peoples in Kenya feel excluded from the economic and political life of the state. They are poorer than the rest of Kenya's population, their rights are not respected and they are rarely included in development of other participatory planning processes. This report discusses the abuse of ethnicity in Kenyan policies, arguing that ethnicity is a card all too often used by Kenyan politicians to favour certain communities over others in the share of the nation's wealth. Kenya: Minorities, Indigenous Peoples and Ethnic Diversity exposes these concerns in detail via the analysis of budgetary expenditure in the poor Turkana region, which is dominated by the minority Turkana people, and in the richer Nyeri region, home of Kenya's current President. The author, Maurice Odhiambo Makoloo, calls for immediate action to address the inequalities and marginalization of communities, as a way of ensuring that Kenya remains free of major conflict. It calls for disaggregated data - by ethnicity and gender - and a new Constitution to devolve power away from the centre, so that minority and indigenous peoples stand to benefit from current and new development programmes.The report argues that Kenya's diversity should be its strength and need not be a threat to national unity. Suppressing and denying ethnic diversity is the quickest route to inter-ethnic conflict and claims of succession. The report calls for urgent action.

In a context of rapid growth, an increasing proportion of minorities and indigenous peoples are now living in urban areas. But while they offer the possibility of greater freedoms, improved livelihoods and more equitable opportunities, cities often magnify existing patterns of discrimination and insecurity. This year's edition of State of the world's minorities and indigenous peoples explores the many challenges communities face in urban areas, from segregation and lack of services to targeted violence and exclusion.
