The book has tried to link the past with the present of Nepal; it tries to analyze the present with the lens of historical realities. The permanent nature of transition in Nepal has been attributed to power-greedy rulers of the past who always tried to play India or China card to remain in power.

Discussion on ideological conflicts and structural contradictions among principal actors in achieving national goal of peace and constitution has shown that their intra and inter party conflict, undemocratic behaviour, problem in ideological transformation of Maoists have obstructed the task of democratic transformation. The difficulty to democratic transition is ethnic identity rather than ideological conflict. This may determine the ideology of new regime, structure of authority, and federal values and roles of hardcore Maoists.

Since emerging in 2006 from a ten-year Maoist insurgency, the 'People's War', Nepal has struggled with the difficult transition from war to peace, from autocracy to democracy, and from an exclusionary and centralized state to a more inclusive and federal one. The present volume, drawing on both international and Nepali scholars and leading practitioners, analyzes the context, dynamics and key players shaping Nepal's ongoing peace process. While the peace process is largely domestically driven, it has been accompanied by wide-ranging international involvement, including initiatives in peacemaking by NGOs, the United Nations and India, which, throughout the process, wielded considerable political influence; significant investments by international donors; and the deployment of a Security Council-mandated UN field mission. "This monograph analyzes the role of civil society in the massive political mobilization and upheavals of 2006 in Nepal that swept away King Gyanendra's direct rule and dramatically altered the structure and character of the Nepali state and politics. Although the opposition had become successful due to a strategic alliance between the seven parliamentary parties and the Maoist rebels, civil society was catapulted into prominence during the historic protests as a result of national and international activities in opposition to the king's government. This process offers new insights into the role of civil society in the developing world. This is done by examining earlier experiments with democracy and the reasons for their failure. The main actors of Nepali politics, namely the so- called democratic parties (Nepali Congress and the Left), the Monarchy and the Maoists, receive special attention. South Asia is widely considered to be one of the most volatile regions in the world. In the roughly 60 years since the end of the colonial era the region has witnessed almost all possible types of internal and external conflicts- from wars between states to military takeovers, ethnic insurgencies and social uprisings. While every country was affected, the distinct geographical and cultural features of South Asia contributed to a dangerous interrelatedness of these conflicts. The situation has become even more threatening after both India and Pakistan successfully tested nuclear weapons in 1998. However, the year 2008 has seen some remarkable developments in South Asia that give reason to look at least cautiously optimistic into the future. In Pakistan, elections marked the return to civilian rule, Bhutan experienced its first elections ever, and in Nepal a Constituent Assembly was elected that shortly afterwards abolished the world’s last Hindu monarchy by declaring the country a federal and secular republic. Furthermore, the caretaker government in Bangladesh has announced its plans to hold elections at the end of the year. Nonetheless, history indicates that a reversal of these developments cannot be ruled out. It is therefore necessary to evaluate the prospects of democratisation in the light of past events. This paper attempts to assess the chances of a successful democratisation process in Nepal on the basis of an analysis of the factors responsible for the failure of democracy in the past.
