Young People Combating Hate Speech Online is a project of the Council of Europe’s youth sector running between 2012 and 2015. The project aims to combat racism and discrimination in their online expression of hate speech by equipping young people and youth organisations with the competences necessary to recognize and act against such human rights violations. Central to the project is a European youth media campaign which will be designed and implemented with the agency of young people and youth organisations. As a preparation for the project, the Council of Europe’s Youth Department commissioned three “mapping” studies about the realities of hate speech and young people and projects and campaigns about it. These studies are published here as a resource for the activists, youth leaders, researchers, partners and decision makers associated to the project and the online campaign. They are truly a starting points: more research is needed, both on the legal and policy implications of hate speech online as on its impact and relation with young people.

The opportunities afforded by the Internet greatly overshadow the challenges. While not forgetting this, we can nevertheless still address some of the problems that arise. Hate speech online is one such problem. But what exactly is hate speech online, and how can we deal with it effectively? As with freedom of expression, on- or offline, UNESCO defends the position that the free flow of information should always be the norm. Counter-speech is generally preferable to suppression of speech. And any response that limits speech needs to be very carefully weighed to ensure that this remains wholly exceptional, and that legitimate robust debate is not curtailed.

Combating hate speech offline and online: a new tool to help young people and educators to confront, dismantle and replace hateful narratives. Online hate speech has become a major form of human rights abuse, with serious, sometimes tragic consequences, both online and offline. Hate speech cannot be allowed to proliferate without being challenged and exposed in its nature: prejudicial views on social groups combined with fake news which feed phobias and fears, seem attractive as narratives. Narratives give a meaning to information presented because they connect with what people believe, or want to believe in.Their widespread presence online accredits their claims for legitimacy. But narratives are rarely the truth and never the whole truth. When they are used to oppress people, as in hate speech, the fundamentals of a pluralistic and democratic society are undermined, and the lives and dignity of people are at risk. Counter narratives are thus needed to discredit and deconstruct the narratives on which hate speech is based. Alternative narratives are also needed to reinforce positive values and perspectives which support human rights and democratic citizenship, such as solidarity, respect for diversity, freedom and equality. Young people need to occupy online public space with positive narratives based on hope and love. This manual presents communicative and educational approaches and tools for youth and other human rights activists to develop their own counter and alternative narratives to hate speech. It is designed for working with young people from the age of 13, and is based on the principles of human rights education and youth participation. Anyone can take action against speech. By providing insights into hate speech and human rights, and a methodology for producing counter narratives, We Can makes that action easier, more effective and positive. The Council of Europe launched the No Hate Speech Movement campaign to mobilise young people for human rights online and to combat hate speech. Education plays a central role in the campaign. This manual complements Bookmarks - A manual for combating hate speech online through human rights education, also published by the Council of Europe.

How can hate speech be combated on social media? Social media platforms like Facebook or Twitter have long positioned themselves as defenders of free speech and were reluctant to interfere in any political debate. Under the shield of free speech, harassers, antisemites, racists, sexists, and xenophobes had the means to spread their message with total impunity. With the re-emergence of nationalism and populism in Europe and throughout the world, social media platforms have recently started to combat hate speech on their platforms, either using self-regulation mechanisms or through State-based regulation. Under the threat of heavy sanctions established by the new German legislation known as "NetzDG", Facebook and other platforms have started relying on algorithms to tackle hate speech on their platforms. However, delegation of the responsibility to regulate what is permissible speech from public authorities to private entities, without effective means to ensure transparency, and especially without effective judicial review of decisions to remove content, is creating new threats to the freedom of expression, and fears that it may have a counter-productive effect on combating hate speech, through social reaction and public debate. One of the concerns is that Internet platforms, operating as private companies and in fear on heavy fines, will tend to regulate the content with the broader than necessary margin, removing content that may not reach the legal threshold for restrictions set by the European Court of Human Rights. Therefore, the challenge of how to combat hate speech online is at the forefront of concerns of most European governments, as they feel obliged to respond to a significant threat to democracy and social cohesion, by balancing the protection of free speech, without infringing upon it, and the need to combat hate speech. Internet platforms are also under pressure and willing to engage in the search of adequate solutions. The German law is a pioneering legislation in this area, but has also come under a lot of criticism. The search for a more appropriate and balanced approach is still very much ongoing. The goal of this thesis is to contribute to this search.
