In which there exist so few circum stances calculated to disturb the calm and deliberate consideration of this vast subject of the govern ment of our Indian territory. It therefore seems to me not only desirable, but imperative on us, to avail ourselves of this most favourable Opportunity of dealing with this great and important question for, doubtless, no subject can well be more important, or so important, as the determination of the mode in which our Indian empire shall be in future governed.
