Government acts as entrepreneur when its involvement in market activities is both innovative and characterized by entrepreneurial risk. Thinking of government as entrepreneur is a unique lens through which the authors of this book examine a specific subset of U.S. government policy actions. As such, their viewpoint underscores the purposeful intent of government, its ability to act in new and innovative ways, and its willingness to undertake policy actions that have uncertain outcomes. Viewing particular policy actions through an entrepreneurial lens is useful in two broad dimensions. First, it underscores the forward looking nature of policy makers as well as the need to evaluate the social outputs and outcomes of their behavior in terms of broad spillover impacts. Second, government acting as entrepreneur parallels in concept similar activities that occur in the private sector. Government as Entrepreneur is the first broad effort to emphasize the entrepreneurial aspects of governments. It is also the first systematic treatment of U.S. innovation policies to promote the formation of strategic research partnerships. It will foster a new perspective on the role of government and how incentives for government to act entrepreneurially might be institutionalized; it will serve as a vehicle for policy makers and scholars to think about the entrepreneurial actors in an economy, in a new way.

First published Open Access under a Creative Commons license as What is Inclusive Research?, this title is now also available as part of the Bloomsbury Research Methods series. This book describes and defines inclusive research, outlining how to recognize it, understand it, do it, and know when it is done well. In doing so it addresses the areas of overlap and distinctiveness in relation to participatory, emancipatory, user-led and partnership research as well as exploring the various practices encompassed within each of these inclusive approaches. The author, Melanie Nind, focuses on how and why more inclusive approaches to research have evolved. She positions inclusive research within the key debates and shifts in policy, defines key ideas and terms, discusses the contested nature of inclusive research and illustrates a range of approaches using exemplars. The aim is to discuss the range of challenges involved and to examine the degree to which these challenges have so far been met.

This special issue of Youth Voice Journal examines recent scholarship tackling core aspects of elevating modern education and empowering young learners and brings together empirical findings across critical facets of education needing attention among today’s shifting realities. The studies contained in this issue provide well-timed data and recommendations to guide policies and teaching methods in line with 21st-century realities. The authors employ focused empirical research across contexts – from preschool to higher education – combined with analysis of past techniques. Findings shed light on improvements ranging from teacher professional development and student evaluation to virtual learning models and nurturing non-cognitive skills. Across diverse methodologies and populations, common threads emerge around building adaptable, supportive educational environments. The studies analyze challenges and opportunities emerging from evolving technologies, social contexts, and educational paradigms. While wide-ranging, the research collectively highlights changes needing proactive responses to better serve youth development. The paper discusses a model in which growth is a negative function of fiscal burden. Moreover, growth discontinuously switches from high to low as the fiscal burden reaches a critical level. The paper provides an overview of key elements of corporate bankruptcy codes and practice around the world that are relevant to the debate on sovereign debt restructuring. It also describes the broad trends in international financial integration for a sample of industrial countries and explains the cross-country and time-series variation in the size of international balance sheets.
