The author recommends that Canada continue to participate in UN peacekeeping operations as they remain consistent with Canadian foreign policy interests in the post-Cold War world. However, in order to reconcile future demand with increasingly limited resources, Canada should expand its capacity to deploy smaller military and/or civilian formations with specialized capabilities to fill niche roles within UN missions when regular formed units are unavailable for expeditionary duties.

The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

"Somalia" has become a symbol for the unacceptable costs of humanitarian intervention, for the type of foreign involvement that should be avoided. But the authors of this timely book, themselves key participants in the U.S.-led operation there, argue that substantial good was done--the tide of famine was stayed, hundreds of thousands of lives saved, and steps toward political reconciliation begun. Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance. First published in 1998, Peacekeeping in Africa was written to help make up the shortfall in the number of books that concentrated specifically on peacekeeping in Africa. The book covers the main peacekeeping operations of Africa, and provides a wealth of background material. In doing so, it explores the policies and actions of the international organisations concerned and the participating African states. It also considers the impact of sub-regional powers and the role of the USA, Britain, and France. Comprising three parts, Peacekeeping in Africa examines world perspectives, case studies, and wider issues surrounding Africa’s peacekeeping operations.

Dennis C. Jett examines why peacekeeping operations fail by comparing the unsuccessful attempt at peacekeeping in Angola with the successful effort in Mozambique, alongside a wide range of other peacekeeping experiences. The book argues that while the causes of past peacekeeping failures can be identified, the chances for success will be difficult to improve because of the way such operations are initiated and conducted, and the way the United Nations operates as an organization. Jett reviews the history of peacekeeping and the evolution in the number, size, scope, and cost of peacekeeping missions. He also explains why peacekeeping has become more necessary, possible, and desired and yet, at the same time, more complex, more difficult, and less frequently used. The book takes a hard look at the UN's actions and provides useful information for understanding current conflicts.
