There are a number of excellent studies by eminent Myanmar economists as well as scholars from abroad covering different post-war periods and/or various aspects of development in Myanmar. What this book does is to bring them altogether, as it were, under one roof by recasting bits and pieces of their work according to the author’s own understanding. In doing so, a holistic approach was adopted in order to have a well-rounded account of developments over the past fifty years or more. In addition, an attempt has also been made to present the major developments at different periods of time between 1948 and 2000 in a simple, but not over simplified, reader-friendly format so as to reach as wide an audience as possible. Southeast Asian nations have devised a range of development programs that strive to incorporate minority ethnic groups into the nation-state. The authors of Civilizing the Margins discuss the programs, policies, and laws that affect ethnic minorities in eight countries: Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Thailand, and Viet Nam. Once targeted for intervention, people such as the Orang Asli of Malaysia and the "hill tribes" of Thailand often become the subject of programs aimed at radically changing their lifestyles, which the government views as backward or primitive. Several chapters highlight the tragic consequences of forced resettlement, a common result of these programs. Others question the motives behind pushing minorities into "development" schemes. Rather than simply describing the effects of the programs and the experiences of participants, the contributors to this book attempt to understand the ideologies and strategies that led to the implementation of these programs.

Since 1988, when Burma's military rulers crushed a popular uprising, Western governments have promoted democracy as a panacea for the country's manifold development problems, from ethnic conflict to weak governance, human rights abuses, and deep-rooted, structural poverty. Years of escalating censure and sanctions, however, have left the military firmly entrenched in power, the opposition marginalized, and the general population suffering from deepening poverty. In the first book-length study of Western human rights policy in Burma, Morten B. Pedersen argues that Western democracy rhetoric has not supplied the solution to these problems. Each year, Burma's human and natural resources are further eroding, the HIV/AIDS epidemic is mounting, and the prospect of turning the situation around is becoming less and less likely. Based on extensive field research, Promoting Human Rights in Burma proposes an alternative model of "critical engagement" that emphasizes more pragmatic efforts to help bring a deeply divided society together and promote socioeconomic development as the basis for longer-term political change.
