In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation. It can in addition help people adapt their skills to overcome the constraints that block their full participation in a changing economic and social environment, contributing to improved human capital development and stimulating greater productive activity. The report also shows how social protection has helped to stabilize aggregate demand in times of crisis and to increase resilience against economic shocks, contributing to accelerate recovery towards more inclusive and sustainable development paths.

This publication considers the range of financing options available for the design of cost-effective and equitable social welfare systems, giving a thorough analysis of their advantages and disadvantages and their financial and economic implications. The idea of a guaranteed minimum income has been central to British social policy debates for more than a century. Since the First World War, a variety of market economists, radical activists, and social reformers have emphasized the possibility of tackling poverty through direct cash transfers between the state and its citizens. As manufacturing employment has declined and wage inequality has grown since the 1970s, cash benefits and tax credits have become an important source of income for millions of working-age households, including many low-paid workers with children. The nature and purpose of these transfer payments, however, remain highly contested. Conservative and New Labour governments have used in-work benefits and conditionality requirements to 'activate' the unemployed and reinforce the incentives to take low-paid work - an approach which has reached its apogee in Universal Credit. By contrast, a growing number of campaigners have argued that the challenge of providing economic security in an age of automation would be better met by paying a Universal Basic Income to all citizens. Transfer State provides the first detailed history of guaranteed income proposals in modern Britain, which brings together intellectual history and archival research to show how the pursuit of an integrated tax and benefit system has shaped UK public policy since 1918. Providing universal access to social protection and health systems for all members of society, including the poor and vulnerable, is increasingly considered crucial to international development debates.
