The study explores housing affordability challenges and existing policy instruments for improving housing affordability in the regions covered by UNECE and presents examples of "good practices" in improving housing affordability among countries and cities. The study focuses on four topics, namely: housing governance and regulation; access to finance and funding; access and availability of land for housing construction; and Climate-neutral housing construction and renovation.

This volume explores the case for and the prospects of the development of world-regional social policies as integral elements of a pluralistic, equitable and effective system of global governance. Focusing on transnational regionalism, this book examines the trajectory and crossing over of the three strands of scholarly analysis within the past decade which have given rise to this volume: the perceived negative impact of neo-liberal globalisation upon national social policy; the need for but the difficulty of securing reforms in the institutions of global social governance; and the increasing salience of the world-regional level of governance in handling cross-border issues. The authors develop an intellectual and research agenda that will also inform the political development of an international programme concerned with the social policy dimensions of regional governance. Many Lithuanian households struggle to afford good-quality housing. The housing stock is dominated by owner-occupied, multi-apartment buildings that are energy inefficient and face persistent quality gaps. While average household spending on housing is relatively low, house prices have been rising, and many households cannot afford to move to higher quality homes that better suit their needs.

"More than half the world's population lives in cities; by 2050, it will be more than 75%. Cities are often the economic, cultural, and political drivers of states, and of globalization more generally. Yet, constitutionally-speaking, there has been little to no consideration of cities (and especially megacities, with populations exceeding those of many of the world's countries) as discrete or distinct constitutional or federal entities, with political identities and economic needs that often differ from rural regions or so-called "hinterlands."
