This book explores shifts in international social policies, looking at how they affect national trends and the context for social work practice. It investigates the responsibilities for social welfare held by the state, the market and civil society, elaborating a concept of citizenship-based social work.

First published in 1998, this edited volume reflected on the role of universities and aimed to improve the preparation of social welfare professionals by the University of Warsaw for employment in the new market-oriented society that was being created in Poland after the end of ‘real socialism’ in 1989. Many of its articles were previously published in Polish and were published, revised and updated, in English for the first time in this collection. The contributors discuss two key issues. First, should universities worry about the employment of their graduates and the skills that are needed by the wider economy and society or just focus on transmitting advanced learning? Second, they considered the modernisation of the welfare state. The Polish experience, and the Western partners’ reaction to it, has proved an excellent case study for these issues.

The sixteenth edition of Social policy in the European Union: state of play has a triple ambition. First, it provides easily accessible information to a wide audience about recent developments in both EU and domestic social policymaking. Second, the volume provides a more analytical reading, embedding the key developments of the year 2014 in the most recent academic discourses. Third, the forward-looking perspective of the book aims to provide stakeholders and policymakers with specific tools that allow them to discern new opportunities to influence policymaking. The European community has gradually taken on a more human face, but although its leaders promote a vision of a social community with improved standards for all it is clear that some people will be excluded or marginalized. This book takes a timely look at the implications for social work in Europe of rapid changes in the EC social agendas. It is increasingly possible to identify common themes and concerns within European countries, such as child protection, the number of people in residential care, and youth unemployment. New issues are also emerging: greater mobility across national boundaries and the need for increased contact and agreed social work responses between European welfare agencies. The book examines the concepts of citizenship, participation and marginalization, at EC and national levels, and discusses their relevance to social work policy and practice. It blends description and explanation with analysis, and clarifies terminology commonly used in European social work but less familiar to a British readership. At a time of change in British social work, and in a climate of increased emphasis on consumer rights, the book examines the different conceptions of social work, particularly in France and Germany, and revives notions of the relevance of prevention and social action. Finally, the authors suggest that the political and social changes in Europe provide a positive opportunity for British social workers to re-examine their aims and methods, and to contribute to shaping a new European social work.

In Europe and around the world, social policies and welfare services have faced increasing pressure in recent years as a result of political, economic, and social changes. Just as Europe was a leader in the development of the welfare state and the supportive structures of corporatist politics from the 1920s onward, Europe in particular has experienced stresses from globalization and striking innovation in welfare policies. While debates in the United Kingdom, Germany, and France often attract wide international attention, smaller European countries--Belgium, Denmark, Austria, or Finland--are often overlooked. This volume seeks to correct this unfortunate oversight as these smaller countries serve as models for reform, undertaking experiments that only later gain the attention of stymied reformers in the larger countries.
