Since Olufsen and Schulz published their monographs on the Pamirs in 1904 and 1914, respectively, this is the first book to deal with the history, anthropology and recent social and economic development of the Pamiri people in Gorno-Badakhshan, Eastern Tajikistan. After the collapse of the Soviet Union, such high mountain areas were more or less forgotten and people would have suffered severely from their isolation if an Aga Khan Foundation project in 1993 to 1994 had not afforded broader support. The reader will be confronted by an almost surrealistic world: Pamiri income and living conditions after 1991 dropped to the level of a poor Sahelian country. Former scientists, university professors and engineers found themselves using ox-ploughs to plant potatoes and wheat for survival. On the other hand, 100% literacy and excellent skills proved to be an enormous human capital resource for economic recovery. The first sign of this was an increase in agricultural production, something that had never occurred during Soviet times.

The perception of Central Asia and its place in the world has come to be shaped by its large oil and gas reserves. Literature on energy in the region has thus largely focused on related geopolitical issues and national policies. However, little is known about citizens’ needs within this broader context of commodities that connect the energy networks of China, Russia and the West. This multidisciplinary special issue brings together anthropologists, economists, geographers and political scientists to examine the role of all forms of energy (here: oil, gas, hydropower and solar power) and their products (especially electricity) in people’s daily lives throughout Central Asia and the Caucasus. The papers in this issue ask how energy is understood as an everyday resource, as a necessity and a source of opportunity, a challenge or even as an indicator of exclusionary practices. We enquire into the role and views of energy sector workers, rural consumers and urban communities, and their experiences of energy companies’ and national policies. We further examine the legacy of Soviet and more recent domestic energy policies, the environmental impact of energy use as well as the political impact of citizens’ energy grievances. This book was published as a special issue of Central Asian Survey.

By emphasizing on the Pamir region a comprehensive overview of path-dependent and recent developments in a remote mountain region is provided in this book. Overall neglect in the mountainous periphery is contrasted by shifting the centre of attention to the Pamirs situated at the interface between South and Central Asia. From colonial times to now there has been a debate on grasping and locating the area. Here field-work based contributions are collected to provide a variety of perspectives on the Pamirs highlighting transformation and transition in Post-Soviet societies as well as in Afghanistan and Pakistan. The similar ecological environment across borders features the common ground while analyzing development processes in a set of case studies that aim at highlighting certain aspects of regional development.

This region - which marks the meeting of China and post-Soviet Central Asia - is increasingly important militarily, economically and geographically. Yet we know little of the people that live there, beyond a romanticised 'Silk Road' sense of fraternity. In fact, relations between the people of this region are tense, and border violence is escalating - even as the identity and nationality of the people on the ground shifts to meet their new geopolitical realities. As Steven Parham shows, many of the world's Soviet borders have proved to be deeply unstable and, in the end, impermanent. Meanwhile, the looming presence of Modern China and Russia, who are funneling money and military resources into the region - partly to fight what they see as a growing Islamic activism - are adding fuel to the fire.
