Small Powers at Sea presents an analysis of the marine policies of Denmark, Norway and Sweden from the First UN Conference on the Law of the Sea in 1958 until the conclusion of the Third UN Conference on the Law of the Sea in 1982. The main substantive chapters cover security aspects, continental shelf policies, fisheries, shipping and marine environment as well as deep seabed mining. The study is comparative and conducted from a political science perspective, discussing how to explain the rather divergent Scandinavian marine policies. A state-centric rational actor model can explain much of the variance, but other factors, including cognitive ones and the role of domestic politics, must be included to obtain a fuller understanding of Scandinavian policies over time and across issue areas.

In the period 1900-1940 the Netherlands, Belgium, Denmark, Norway and Switzerland reacted in divergent ways to the same foreign military threats. This volume argues that their internal politics and politico-military strategic culture are vital keys to understanding those differences.

The United Nations Convention on the Law of the Sea of 10 December 1982 entered into force on 16 November 1994. Since this date a single binding instrument has regulated the rights and duties of States at sea and regarding the sea. New concepts, such as the exclusive economic zone, archipelagic waters, transit passage through straits, and the International Seabed Area, are now fully recognized. The fifteen member States of the European Union are a significant sample for analyzing the practice of States, or at least that of the Western industrialized States, as regards the law of the sea. They include major and small maritime powers, coastal and land-locked States, States with coasts on the Atlantic Ocean and States with coasts on semi-enclosed seas such as the Baltic and the Mediterranean, States with and without involvement in deep seabed mining and States with different interests as regards fisheries. The fact that they all belong to the European Union is a very important common feature, which amply justifies the choice made to study them together. The book's aim is to give, through essays prepared by well-known specialists, a detailed survey of the attitudes and practice concerning the law of the sea of the member States of the European Union and of the European Community as such. The common positions of the member States and the results of their coordinated action also emerge from these essays. The fact that the member States and the European Community are now actively engaged in the process of becoming parties to the Law of the Sea Convention is certainly a major contribution to the consolidation of the Convention as a universal instrument, or at least as an instrument widely ratified by States of all continents and economic and political interests.

This book, first published in 1986, argues that there is a special category of medium powers in the world – such as Britain, France, India, Brazil, Japan, China and others – which have sufficient military power to do something to protect their interests but which are not a match for the superpowers. It surveys the whole range of naval warfare – equipment, operations, organisation and deployment – and discusses how each item should be tailored by the recognition of the position of the medium power. It considers alliances, a key element for medium powers, and explores how these should be handled and what use they may be expected to fulfil. The book argues that the concept of medium power, here developed thoroughly for the first time, will be extremely useful to many countries in defining their strategic role in a purposeful way.

How can small European states survive and prosper within a multipolar world of great powers? What part should small states take in European integration? Are small state alliances within the EU useful to counterbalance the influence of the larger EU member states? How far should EU and NATO expansion go? Should it include countries such as Ukraine? Can the EU rely on US leadership of NATO for its security? How should small states relate to great powers seeking to influence Europe, most notably the US, the People’s Republic of China and the Russian Federation? Do smaller states need to choose a single ally among the major powers? Using an interdisciplinary approach, the author discusses issues of economic policy, international relations and politics, economic and political integration, as well as the effects of global and regional institutions, and priorities in bilateral development cooperation, demonstrating how policies are shaped by the interaction between small states (small powers) and large states (great powers).
