This handbook provides critical analyses of the theory and practices of small arms proliferation and its impact on conflicts and organized violence in Africa. It examines the terrains, institutions, factors and actors that drive armed conflict and arms proliferation, and further explores the nature, scope, and dynamics of conflicts across the continent, as well as the extent to which these conflicts are exacerbated by the proliferation of small arms. The volume features rich analyses by contributors who are acquainted with, and widely experienced in, the formal and informal structures of arms proliferation and control, and their repercussions on violence, instability and insecurity across Africa. This book comprises contributions by leading experts in the field of international humanitarian law on the subject of the categorisation or classification of armed conflict. It is divided into two sections: the first aims to provide the reader with a sound understanding of the legal questions surrounding the classification of hostilities and its consequences; the second includes ten case studies that examine practice in respect of classification. Understanding how classification operates in theory and practice is a precursor to identifying the relevant rules that govern parties to hostilities. With changing forms of armed conflict which may involve multi-national operations, transnational armed groups and organized criminal gangs, the need for clarity of the law is all-important. The case studies selected for analysis are Northern Ireland, DRC, Colombia, Afghanistan (from 2001), Gaza, South Ossetia, Iraq (from 2003), Lebanon (2006), the so-called war against Al-Qaeda, and future trends. During the 1990s the United Nations was called upon to conduct unprecedented peacekeeping and humanitarian operations in order to bring peace to war-torn states. Essential to the resolution of these conflicts was deemed to be the disarmament of the former warring parties. Non-state threats and actors have become key topics in contemporary international security as since the end of the Cold War the notion that state is the primary unit of interest in international security has increasingly been challenged. Statistics show that today many more people are killed by ethnic conflicts, HIV/AIDS or the proliferation of small arms than by international war. Moreover, non-state actors, such as non-governmental organizations, private military companies and international regimes, are progressively complementing or even replacing states in the provision of security. Suggesting that such developments can be understood as part of a shift from government to governance in international security, this book examines both how private actors have become one of the main sources of insecurity in the contemporary world and how non-state actors play a growing role in combating these threats.

Abstract: This paper introduces the first effort to quantitatively document the small arms market by collating field reports and journalist accounts to produce a cross-country time-series price index of Kalashnikov assault rifles. A model of the small arms market is developed and empirically estimated to identify the key determinants of assault rifle prices. Variables which proxy the effective height of trade barriers for illicit trade are consistently significant in determining weapon price variation. When controlling for other factors, the collapse of the Soviet Union does not have as large an impact on weapon prices as is generally believed.
