The purpose of this thesis was to determine the affects of termination for convenience on small businesses and identify any problem areas. Ten base level contractors were interviewed. Opinions and recommendations were recorded from these contractors and from key government officials to derive recommendations to possibly improve the process of government contracting. There was no significant impact on the economic stability of the companies. The authors concluded that the lack of impact was the result of the availability of business from the commercial sector. Problems specific to government contracting include excessive paper work, complicated regulations, poor statements of work, inexperienced engineers, and the lack of authority given to contactors at work sites. Problems limited to termination for convenience include the duplication of work, the non-allowability of overhead costs, a lack of contractors understanding policies and regulations, and the length of time required to settle termination claims. The recommendations suggested by the contractors, government officials and the authors of this thesis include employing more experienced engineers, improving communications between military organizations, simplifying base level contracts, and educating contractors on the policies and procedures governing termination for convenience. Perhaps periodic meetings could be scheduled, attended by government and contractor representatives. Current issues, policies, and problems could be discussed which may improve relations and promote efficient and effective government contracting.
