Housing is political. Almost every Egyptian ruler over the last eighty years has directly associated himself with at least one large-scale housing project. It is also big business, with Egypt currently the world leader in per capita housing production, building at almost double China’s rate, and creating a housing surplus that counts in the millions of units. Despite this, Egypt has been in the grip of a housing crisis for almost eight decades. From the 1940s onward, officials deployed a number of policies to create adequate housing for the country’s growing population. By the 1970s, housing production had outstripped population growth, but today half of Egypt’s one hundred million people cannot afford a decent home. Egypt's Housing Crisis takes presidential speeches, parliamentary reports, legislation, and official statistics as the basis with which to investigate the tools that officials have used to ‘solve’ the housing crisis—rent control, social housing, and amnesties for informal self-building—as well as the inescapable reality of these policies’ outcomes. Yahia Shawkat argues that wars, mass displacement, and rural–urban migration played a part in creating the problem early on, but that neoliberal deregulation, crony capitalism and corruption, and neglectful planning have made things steadily worse ever since. The Queen of Sheba is a famous legendary figure, first referred to in the Old Testament as bringing great riches to the court of Solomon. Later Jewish, Islamic, Ethiopian and Christian traditions dwell on different attributes, giving rise to a rich artistic vein, particularly but not exclusively in Renaissance and later art. The truth is that the Queen of Sheba remains an anonymous figure of legend associated with the land of Saba', one of the great early kingdoms of southern Arabia (present-day Yemen). The ancient caravan kingdoms of this region have fascinated travellers and scholars since the nineteenth century but our understanding of the history and culture of this region has been fundamentally revised as a result of new archaeological discoveries made in recent decades. This exhibition catalogue charts the story from the Queen of Sheba in art and legend to the archaeological evidence for the historic kingdoms that gave rise to the legend. It contains twelve essays by leading scholars from Britain, USA, Canada and Europe. Over 300 items are described and illustrated in colour, ranging from little-known artworks in UK collections to antiquities from Yemen, mostly never previously exhibited in Britain and providing a magnificent record of the riches of southern Arabia. The decades-long resilience of Middle Eastern regimes meant that few anticipated the 2011 Arab Spring. But from the seemingly rapid leadership turnovers in Tunisia and Egypt to the protracted stalemates in Yemen and Syria, there remains a common outcome: ongoing control of the ruling regimes. While some analysts and media outlets rush to look for democratic breakthroughs, autocratic continuity—not wide-ranging political change—remains the hallmark of the region's upheaval. Contrasting Egypt and Syria, Joshua Stacher examines how executive power is structured in each country to show how these preexisting power configurations shaped the uprisings and, in turn, the outcomes. Presidential power in Egypt was centralized. Even as Mubarak was forced to relinquish the presidency, military generals from the regime were charged with leading the transition. The course of the Syrian uprising reveals a key difference: the decentralized character of Syrian politics. Only time will tell if Asad will survive in office, but for now, the regime continues to unify around him. While debates about election timetables, new laws, and the constitution have come about in Egypt, bloody street confrontations continue to define Syrian politics—the differences in authoritarian rule could not be more stark. Political structures, elite alliances, state institutions, and governing practices are seldom swept away entirely—even following successful revolutions—so it is vital to examine the various contexts for regime survival. Elections, protests, and political struggles will continue to define the region in the upcoming years. Examining the lead-up to the Egyptian and Syrian uprisings helps us unlock the complexity behind the protests and transitions. Without this understanding, we lack a roadmap to make sense of the Middle East's most important political moment in decades.
