This report has been commissioned by the Labour Market Committee of the Nordic Council of Ministers. The chief aim is to provide policy-relevant knowledge by conducting a comparative analysis of refugee labour-market integration in Scandinavia. Instead of focusing on the well-known employment gap or the fiscal impact of refugee unemployment, this study investigates the divergent impacts of integration programmes and settlement policies for refugees from different backgrounds. Through longitudinal comparative analysis, this study examines the labour-market integration of refugees in Denmark, Norway and Sweden, searching for explanations of cross-national differences by combining statistical analyses with in-depth analyses of national policies and governance structures.

Available online: https://pub.norden.org/temanord2022-534/ Studien følger 280.000 flyktninger bosatt i Sverige, Norge og Danmark i opptil 11 år (fra 2008-2019), og analyserer om flyktningene er i jobb eller under utdannelse, hvor de er på lønnsstigen, samt forskjeller i integreringspolitikken i de tre landene. Om lag 60 prosent av mennene og 40 prosent av kvinnene deltar i arbeidslivet etter ti år, men kun 35-40 prosent av mennene og 15-20 prosent av kvinnene oppnår lønnsnivå rett under medianinntekt etter ti år. Norge og Sverige er tilnærmet like når det gjelder andelen flyktninger som deltar i arbeidslivet, mens Danmark har en betydelig lavere deltagelse. I Danmark er det et større fokus på arbeidsmarkedstiltak og spesielt ubetalt jobbtrening. I Norge har fokuset på ordinær utdanning økt de siste åra, særlig på barne- og ungdomsskolenivå, mens Sverige har en betydelig større andel innrullert i utdanning på minimum videregående nivå.

In this report, we describe efforts to achieve faster integration of refugees and foreign-born residents in the labour market in the Nordic region. The examples presented in the report have been selected by our group of Nordic experts. In selecting examples, they have focused on the integration initiatives deemed to have the greatest likelihood of being implemented in their neighbouring countries. This selection is based on the knowledge gained from research and the recommendations made by our Nordic co-operation partners. In this report we have also sought to give a brief description of current research and knowledge regarding effective measures and the possible challenges facing refugees in the labour markets in the Nordic Region. In Scandinavian countries immigration is a sensitive issue and legislators’ approach to the questions it has raised has varied over the years. Whatever immigrant and integration policies are adopted in a democratic society, it is clear that the legislation and the authorities have to ensure that the individual rights of the immigrants residing in its territory are respected. With Canada as a point of reference, this book draws attention to weaknesses in the regulation and implementation of integration provisions threatening the immigrants’ individual rights in the EU member states of Denmark, Finland and Sweden. The study challenges readers to critically review the meaning of rights and the notion of global caring. It takes a critical look at how vulnerable immigrants fare in a largely immigrant nation with a welfare capitalism legacy, when compared to three European nations which claim to embrace institutional welfare models.
