During the second half of the 20th century, Colombia suffered extreme levels of political violence. This book explores the involvement of the international community in peacebuilding efforts in Colombia since 2016. In particular, it examines how interventions were framed in order to promote and sustain their involvement and questions whether these frames reflected reality within Colombia. The book focuses on key donors, including the US, the EU, Canada, Sweden and the UK, as well as multinational actors, such as the UN and the World Bank, to demonstrate how their framing of local issues for national and international consumption can have real world implications for peacebuilding efforts on the ground.

In this book, Joan C. Lopez and Beth Fisher-Yoshida offer an alternative narrative of youth and peacebuilding, to the popular one about youth, violence, and peacemaking. Using testimonies of current and past youth community leaders in Colombia, Lopez and Fisher-Yoshida tell a story of hope, creativity, and unrelenting resilience. They bring attention to the ways peaceful responses to violent conflicts are formed in communities and how these have the potential to inform processes of peacebuilding in areas with similar social and historical characteristics. This edited volume summarizes the work of a research group, called Social Bonds and Cultures of Peace that accompanies and supports victims of socio-political violence in Columbia. The individual chapters focus on the ongoing violence in the Colombian context, a complex and dynamic area in which various groups (drug traffickers, national armed forces, guerrilla fighters, self-defence groups) have been engaged in organized violence for more than 60 years. Emphasis is placed on the psychological consequences of violence and various forms of psychosocial support that psychologists have been providing to the victims of violence. Central to their work is the notion of "accompanying" those who have been victims of violence, listening to them, engaging them in dialogue and working together to strengthen the resources of victims. The recovery of individual and collective memories of atrocities is discussed as an important avenue for healing and for the empowerment of individuals and groups. The solidarity among victims creates opportunities at the grassroots level to pursue truth, reveal perpetrators of violence, seek public acknowledgment and attain social justice. For perpetrators of violence and members of armed groups, the book addresses a host of psychosocial issues related to disarming, demobilizing and reintegrating former combatants, including children, into society. Throughout the book, in the spirit of peace psychology, the researchers are engaged in a form of praxis that is cognizant of the wider geohistorical context within which victims and perpetrators are embedded and the dialectical relationship between micro and macro-level events and change. Researchers in Latin American studies, peace psychology, social justice and transitional justice, will find this volume to be an excellent resource.

This book explores the prospects and limits of international intervention in building peace and creating a new state in an ethnically divided society and fragmented international order. The book offers a critical account of the international missions in Kosovo and traces the effectiveness of fluid forms of interventionism. It also explores the co-optation of peace by ethno-nationalist groups and explores how their contradictory perception of peace produced an ungovernable peace, which has been manifested with intractable ethnic antagonisms, state capture, and ignorance of the root causes, drivers, and consequences of the conflict. Under these conditions, prospects for emancipatory peace have not come from external actors, ethno-nationalist elite, and critical resistance movements, but from local and everyday acts of peace formation and agnostic forms for reconciliation. The book proposes an emancipatory agenda for peace in Kosovo embedded on post-ethnic politics and joint commitments to peace, a comprehensive agenda for reconciliation, people-centred security, and peace-enabling external assistance.

Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?
