The emergence of new powers fundamentally questions the traditional views on international relations, multilateralism or security as a range of countries now competes for regional and global leadership - economically, politically, technologically and militarily. As the focus of international attention shifts from the Atlantic to the Pacific, the European states in particular are seen to lose influence relative to the emerging economic powerhouses of China, Russia, India and Brazil. European nations find themselves too small to engage meaningfully with these continent-sized powers and, in an increasingly multipolar world are concerned their influence can only continue to decline. This book analyses the shifts in the structure of global power and examines the threats and opportunities they bring to Europe. In this book, Kanstantsin Dzehtsiarou argues that, from the legal perspective, the formula 'European public order' is excessively vague and does not have an identifiable meaning; therefore, it should not be used by the European Court of Human Rights (ECtHR) in its reasoning. However, European public order can also be understood as an analytical concept which does not require a clearly defined content. In this sense, the ECtHR can impact European public order but cannot strategically shape it. The Court's impact is a by-product of individual cases which create a feedback loop with the contracting states. European public order is influenced as a result of interaction between the Court and the contracting parties. This book uses a wide range of sources and evidence to substantiate its core arguments: from a comprehensive analysis of the Court's case law to research interviews with the judges of the ECtHR.

By promulgating regulations that shape the international business environment, elevating standards worldwide, and leading to a notable Europeanization of many important aspects of global commerce, the EU has managed to shape policy in areas such as data privacy, consumer health and safety, environmental protection, antitrust, and online hate speech. And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations. The Brussels Effect shows how the EU has acquired such power, why multinational companies use EU standards as global standards, and why the EU's role as the world's regulator is likely to outlive its gradual economic decline, extending the EU's influence long into the future.

Throughout the Second World War, the term ‘Europe’ featured prominently in National Socialist rhetoric. This book reconstructs what Europe stood for in National Socialist Germany, analyses how the interplay of its defining elements changed dependent on the war, and shows that the new European order was neither an empty phrase born out of propaganda, nor was it anti-European. Tying in with long-standing traditions of German European, völkisch, and economic thinking, imaginations of a New Order became a central category in contemporary political and economic decision-making processes, justifying cooperation as well as exploitation, violence, and murder.
