This book is an ethnographic study of several coastal communities in the Kei Islands of eastern Indonesia. Central to Dr. Adhuri’s argument is an insistence that systems of local marine resource management cannot be studied on their own, in isolation from either the complex cultural and historical conditions that give impetus to community action or from the equally complex regional and national contexts within which such action is undertaken.

Besides the erroneous assumption that tropical fisheries are ‘open access’, the cases demonstrate that pre-existing systems (1) are concerned with the community of fishers and ensuring community harmony and continuity; (2) involve flexible, multiple and overlapping rights adapted to changing needs and circumstances; (3) that fisheries are just one component of a community resource assemblage and depend on both the good management of linked upstream ecosystems and risk management to ensure balanced nutritional resources of the community; and (4) pre-existing systems are greatly affected by a constellation of interacting external pressures.

This book explores the types of conflicts that occur over marine and coastal resources, the underlying causes, and attempts to prevent them. Despite the emergence of various marine and coastal governance approaches to address the effects of human activities within the marine environment, conflict continues. In this book, the author outlines the reasons conflicts can, and do, arise in the marine and coastal environment. Drawing on case studies from both the northern and southern hemispheres, the book takes a broad view of how we interact with our environment, of how and why conflict is perpetuated as a political and cultural phenomenon, and how this varies or remains constant across space and place.
