Excerpt from Selected Articles on the Monroe Doctrine The development of affairs in Mexico during the past few years as well as the change in European affairs have revived the discussion of the Monroe Doctrine. In response to the resulting demand for material on the subject this volume has been compiled for the use of students, debaters, and others wishing to make a study of the question. This volume follows the general plan of the other volumes in this series and contains affirmative and negative briefs, a selected bibliography, and reprints of valuable material covering the history and present status of the Monroe Doctrine, and also the arguments for and against its retention as a part of our permanent foreign policy. The continued demand for reference material on the Monroe Doctrine has made necessary, in a year's time, a new edition of this Handbook. The bibliography has been enlarged to admit references not only to the recent literature on the Monroe Doctrine, but also to many articles on Pan-Americanism, a subject with which discussion of the Doctrine tends to become more and more closely allied. The best of these articles have been reprinted for this edition and will be found at the end of the book, in the section entitled Additional Reprints. The articles in the General, Affirmative, and Negative Discussions have been reprinted as they appeared in the original edition. They were prepared for special occasions; the subjects were assigned by those asking for their preparation and delivery; and the articles as now printed are substantially as delivered. Several friends, to whose judgment I have deferred, suggested that it would be advantageous to put these articles in permanent form, and hence this volume. It is notorious that many people, especially in the United States, have hazy and incorrect views as to what the Monroe Doctrine really is, and by whom originated. The hope is expressed that the article on that subject may at least prove useful in stimulating a desire for full and correct information. Excerpt from The Monroe Doctrine: A Complete History What proved to be the basis of the foreign policy of the United States for more than one hundred years is found in Washington's Farewell Address. "Observe good faith and justice toward all nations, cultivate peace and harmony with all... In the execution of such a plan nothing is more essential than that permanent, inveterate antipathies against particular nations, and passionate attachments for others should be excluded; and that in place of them, just and amicable feelings toward all should be cultivated. The nation which indulges toward another an habitual hatred, or an habitual fondness, is in some degree a slave... Antipathy in one nation against another disposes each more readily to offer insult and injury, to lay hold of slight causes of umbrage, and to be haughty and intractable when accidental or trifling occasions of dispute occur... Against the insidious wiles of foreign influence, the jealousy of a free people ought to be constantly awake; since history and experience prove that foreign influence is one of the most baneful foes of republican government... Europe has a set of primary interests which to us have none or a very remote relation. Hence she must be engaged in frequent controversies, the causes of which are essentially foreign to our concerns. Hence therefore it must be unwise in us to implicate ourselves by artificial ties in the ordinary vicissitudes of her politics, or the ordinary combinations and collisions of her friendships or enmities.
