The IDSA Working Group on Security Implications of Climate Change for India felt that while it would be proper to oppose the securitisation of climate change, it would be prudent not to ignore its likely security dimensions. The Working Group Report identifies India`s key vulnerabilities. Future projections of surface warming over India indicate that the annual mean area averaged surface warming is likely to be between 2 degrees and 3 degrees celcius and 3.5 and 5.5 degrees celcius by the middle and end of 21st century respectively. Trends in sea level rise indicate a possible rise between 1.06 to 2.75 mm per year. Every 1.0 degree rise in temperature would reduce wheat production by 4 to 5 million tonnes. Water scarcity will threaten food supplies in India. A quarter of our biodiversity could be lost. The Working Group felt that climate change cannot be delinked from the overall energy security and economic growth. The National Action Plan on Climate Change is a good beginning but its time-bound implementation needs to be ensured. India needs to improve energy efficiency in the industrial, household and transport sectors. The Working Group also looked at the possible adverse impact on the strategy and tactics of Indian armed forces. India should use climate change as an opportunity to make socio-economic development more sustainable.

Climate change can reasonably be expected to increase the frequency and intensity of a variety of potentially disruptive environmental events-slowly at first, but then more quickly. It is prudent to expect to be surprised by the way in which these events may cascade, or have far-reaching effects. During the coming decade, certain climate-related events will produce consequences that exceed the capacity of the affected societies or global systems to manage; these may have global security implications. Although focused on events outside the United States, Climate and Social Stress: Implications for Security Analysis recommends a range of research and policy actions to create a whole-of-government approach to increasing understanding of complex and contingent connections between climate and security, and to inform choices about adapting to and reducing vulnerability to climate change.

Connections between climate change and national security are receiving unprecedented attention from policymakers and analysts. In this report, Joshua W. Busby moves the discussion from broad assessments of the links between climate and security to a plan for action.

Climate change will lead to many changes in global development and security especially energy, water, food, society, job, diplomacy, culture, economy and trade. The Intergovernmental Panel on Climate Change (IPCC) defines climate change as: “Any change in climate over time, whether due to natural variability or as a result of human activity.” Global climate change has emerged as a key issue in both political and economic arenas. This book discusses the issue of food and water security in India under the context of climate change. It provides information to scientists and local government to help them better understand the particularities of the local climate. It offers insight into the changes to natural ecosystems which have affected the local Indian population. Climate change is one of the biggest challenges to Indian society. It can lead to serious impacts on production, life and the environment. Higher temperatures and sea level rise can lead to flooding and cause water salinity problems which bring about negative effects on agriculture and high risks to industry and socio-economic systems in the future.

This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives. It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). The first framework considers the multiple strategies, mitigation, adaptation, and capacity-building required of the international community to address the effects of GCC. The second framework considers the differentiation of GCC policies in terms of security and how the efficacy of these strategies could be impacted by whether priority is given to state security over human security concerns. This book will be of much interest to students of human security, climate change, foreign policy, and International Relations.
