This collection of cases from East Africa, contributed largely by locally-based authors, explores the increasing security governance phenomenon in the region: that is, the mix of state and non-state actors, including private entities, volunteer auxiliaries, homegrown vigilantes and gangs, and the relationship between police and communities. Local dynamics brought by globalization, liberalization, the new scramble for resource wealth, inequality, and international terrorism are observed in detail, superimposed upon the well-known development challenges, ethnopolitical divides, and patterns of government and security provision which continue to reflect their colonial past. This book raises both practical and theoretical ethical dilemmas of the increasing fragmentation of security functions within Uganda, Kenya, South Sudan, mainland Tanzania, and Zanzibar. Hybrid forms of governance – where the central state authority does not possess a monopoly of violence and fails to exercise control – are not only an epiphenomena, but a reality likely to persist. This book explores this phenomenon drawing on examples from the Middle East and Africa. It considers the different sorts of actors – state and non-state, public and private, national and transnational – which possess power, examines the dynamics of the relationships between central authorities and other actors, and reviews the varying outcomes. The book provides an alternative view of the way in which governance has been constructed and lived, puts forward a conceptualisation of various forms of governance which have hitherto been regarded as exceptions, and argues for such forms of governance to be regarded as part of the norm.

Security in Africa: A Critical Approach to Western Indicators of Threat questions the dominant Western narrative of security threats in Africa. Based on an analysis traditional security studies and Western security policy, it argues that commonly used indicators are based on mainstream security studies and provide only circumscribed analyses of threats to international security. By assessing the origins of this traditional approach to security and problematizing failed states, political instability, Muslim populations, and poverty among others, it makes the case for a critical approach to framing security challenges in Africa.

Questions surrounding democracy, governance, and development especially in the view of Africa have provoked acrimonious debates in the past few years. It remains a perennial question why some decades after political independence in Africa the continent continues experiencing bad governance, lagging behind socioeconomically, and its democracy questionable. We admit that a plethora of theories and reasons, including iniquitous and malicious ones, have been conjured in an attempt to explain and answer the questions as to why Africa seems to be lagging behind other continents in issues pertaining to good governance, democracy and socio-economic development.
