States and organisations recognise the centrality of international assistance to help states prevent, combat, and eradicate the illicit trade in small arms and light weapons (SALW). However, addressing SALW remains a serious challenge for many states. States and organizations have yet to tackle important questions about the practices of delivering, evaluating, and measuring SALW assistance. This report explores these questions and highlights areas where further work remains to be done. Looking partly through an aid-effectiveness lens, this report aims to help the international community work toward ensuring that assistance is being used optimally and that states are measurably benefiting.

This edited volume takes stock of the state of research and policy on the issue of Small Arms and Light Weapons (SALW), ten years after the UN first agreed to deal with the problem. The end of the Cold War originated a series of phenomena that would subsequently come to dominate the political agenda. Perhaps most symptomatic of the ensuing environment is the marked escalation in the scale and dynamics of armed violence, driven by the proliferation of SALW. Events in Rwanda, Somalia and Bosnia seared into global consciousness the devastating effects of this phenomenon, and of the necessity to engage actively in its limitation and prevention. This edited volume explores and outlines the research and policy on the SALW issue at this critical juncture. In addition to providing a detailed telling of the genesis and evolution of SALW research and advocacy, the volume features a series of essays from leading scholars in the field on both advances in research and action on SALW. It reflects on what has been achieved in terms of cumulative advances in data, methodology and analysis, and looks at the ways in which these developments have helped to inform policy making at national, regional and international levels. This book evaluates the global status and prospects of democracy, with an emphasis on the quality of democratic institutions and the effectiveness of governance as key conditions for stable democracy. Bringing together a wide range of the author’s work over the past three decades, it advances a framework for assessing the quality of democracy and it analyzes alternative measures of democracy. Drawing on the most recent data from Freedom House, it assesses the global state of democracy and freedom, as of the beginning of 2015, and it explains why the world has been experiencing a mild but now deepening recession of democracy and freedom since 2005. A major theme of the book across the three decades of the author’s work is the relationship between democratic quality and stability. Democracies break down, Diamond argues, not so much because of economic factors but because of corrupt, inept governance that violates individual rights and the rule of law. The best way to secure democracy is to ensure that democracy is accountable, transparent, genuinely competitive, respectful of individual rights, inclusive of diverse forms and sources of participation, and responsive to the needs and aspirations of ordinary citizens. Viable democracy requires not only a state that can mobilize power to achieve collective goals, but also one that can restrain and punish the abuse of power—a particularly steep challenge for poor countries and those with natural resource wealth. The book examines these themes both in broad comparative perspective and with a deeper analysis of historical trends and future prospects in Africa and Asia,. Concluding with lessons for sustaining and reforming policies to promote democracy internationally, this book is essential reading for students and scholars interested in democracy, as well as politics and international relations more generally.
