First published in 2007, this book focuses on the security of sea lanes of communication. It was a joint publication between the Maritime Institute of Malaysia (MIMA) and the Indian Ocean Research Group (IORG) and is an important book for three particular reasons. First, it takes a step forward in identifying key policy themes that can be applied to interstate cooperation around the Indian Ocean Region (IOR). Second, the particular theme discussed is not only central to the economic well-being of Indian Ocean countries, but also to many of the world’s most important trading states, and finally the various discussions within the book raise a host of issues to which regional as well as non-regional policy-makers should give serious consideration.

This is the first major English-language study to explore the broad and longstanding connections between Japan’s national security and the safety of its sea lanes. Tracing issues from pre-and post-1945 eras, the book explores how Japan’s concerns with sea lane protection have developed across such diverse fields as military strategy, diplomacy, trade policy, energy security, and law enforcement. Drawing upon case study material and primary research including interviews with officials and security analysts, the book presents a chronological analysis of Japan’s sea lane security. While Japan’s security policies have recently undergone relatively rapid change, a historical treatment of sea lane security issues reveals long-term continuity in security policymakers’ perceptions and responses regarding Japan's defence and foreign policy. Revealing a neglected but important aspect of Japan’s military and economic security, the book investigates why officials and analysts continue to portray the defence of Japan’s sea lanes as ‘a matter of life and death’.

In this thoughtful & meticulously researched book, Professor Blum makes a major contribution to the exposure of an important aspect of UN practice. He adds to his academic analysis the insight provided by his years as his country's Ambassador at the UN, & provides the reader with a fascinating & well-written argument. The book reflects events & developments that took place prior to the summer of 1990, during the period marked by global confrontation between the two major power blocs of those days. That confrontation found one of its strongest expressions in the United Nations, & was largely responsible for the deterioration of the legal-constitutional climate within the UN. With the end of that confrontation, as a result of the collapse of the former Soviet bloc & the disintegration of the Soviet Union itself, a new climate of parliamentary cooperation within the United Nations has come about.
