The purpose of the plan is to consider outdoor recreation issues relating to the needs of both residents and visitors to South Carolina, examine the state's recreational resources, analyze demand for recreational opportunities, develop an implementation program to address the identified needs and issues, identify funding opportunities, and identify issues of national importance.
