Rural populations, especially small-scale producers and women, are disproportionately impacted by climate change since their livelihoods depend largely on natural resources and weather patterns. [Author] This paper reviews the available evidence on the role of social protection programmes in facilitating climate change adaptation and mitigation, with a specific emphasis on economic inclusion for agriculture-dependent households. [Author] The review also presents available evidence on the ability of social protection programmes to contribute to mitigation targets through reduction in greenhouse gas emissions and in easing the impact of climate mitigation policies on price inflation, job losses and income insecurity. Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This paper reviews the role of Social Protection and Labor in supporting both climate adaptation and mitigation efforts. The Climate Crisis is impacting the poor and vulnerable disproportionally, both as a consequence of climate shocks and through the distributional impacts of climate mitigation policies. The paper discusses how - even without explicit environmental objectives - Social Protection and Labor strengthens resilience against climate shocks. However, integrating crisis-sensitive elements into social protection and labor programs increases substantially their ability to respond to shocks. Social protection and labor programs also facilitate green and Just Transitions by supporting equitable policies and can ease transitions towards Green jobs. Finally, Social protection and labor programs can also directly support mitigation measures by positively affecting behaviors. While investments in climate-related Social Protection and Labor are rapidly expanding, its full potential to support adaptation, decarbonization and mitigation is still to be realized.

The Social Protection Floor Initiative promotes universal access to essential social transfers and services. Presently 80% of the global population does not enjoy a set of social guarantees that allows them to deal with life’s risks such as unemployment, ill health, and natural disasters. This book explores the importance and necessity of social protection, including key concepts, universal principles and human rights, the need for context-specific policies, the role of adaptive climate change, and country examples. Social protection refers to a set of essential transfers, services and facilities that all citizens everywhere should enjoy to ensure the realization of the rights embodied in human rights treaties. The Social Protection Floor aims to facilitate and accelerate the introduction or strengthening of sustainable context-specific social protection systems. Experiences from countries around the world that have implemented components of the Social Protection Floor provide evidence of its feasibility, affordability, and impact. The promise and success of social protection is important for transformative change, social inclusion, and alliance building, and raises critical questions about current neoliberal austerity measures. This book calls for a comprehensive, multi-dimensional, integrated and innovative policy mix that recognizes the interdependency between demographic shifts, employment, labour migration, social protection, economic development, and the environment.

Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

This book describes experiences in reaching marginalized communities in situations of chronic poverty, as part of ATD Fourth World & the Permanent Forum on Extreme Poverty in the World. It presents seven case studies (Burkina Faso, Guatemala, Haiti, Canada, Peru, Thailand & Uganda) & the lessons to be learned from them, with each illustrating steps taken, difficulties encountered, entry points found, some success factors & key results obtained.
