The Sanjiang Plain wetlands are among the most important wetlands in the People’s Republic of China with unique habitats, species, and ecology. There is a considerable body of literature devoted to various aspects of the Sanjiang Plain wetlands including their ecological values. Building on lessons from the Sanjiang Plain Wetlands Protection Project supported by the Asian Development Bank and the Global Environment Facility---and based on a comprehensive literature review and discussions with experts who have been directly involved in wetland conservation efforts---this publication synthesizes current knowledge on the Sanjiang Plain wetlands, best practices, and options for achieving sustainable wetland management.

This publication is a history of the partnership between the Asian Development Bank (ADB) and the People's Republic of China (PRC) spanning three decades. Since joining ADB in 1986, the PRC has evolved from being a poor and predominantly agrarian economy to an upper-middle-income manufacturing and services powerhouse that has become a leading international source of financial, technical, and knowledge cooperation. This historically unprecedented transformation has shaped every aspect of the ADB–PRC relationship. The successful partnership owes much to the PRC's unique approach to developing its economy, and offers valuable lessons for other countries and development partners.

Policy makers in the People's Republic of China have been experimenting with new approaches to environmental management, resulting in a wide array of policy and program innovations under the broad heading of eco-compensation. Many of these are market-based instruments, particularly payments for ecological services---currently an emerging policy debate regarding the extent to which beneficiaries should pay, and the providers should be compensated---for the provision of natural resources and environmental services to promote sustainable, balanced growth. These proceedings are a collection of papers presented at the International Conference on Payments for Ecological Services convened in Ningxia Hui Autonomous Region in September 2009 to support eco-compensation programs in the country.
