The present report is a revision of Safety Series No. 75-INSAG-3 (1988), updating the statements made on the objectives and principles of safe design and operation for electricity generating nuclear power plants. It includes the improvements made in the safety of operating nuclear power plants and identifies the principles underlying the best current safety policies to be applied in future plants. It presents INSAG's understanding of the principles underlying the best current safety policies and practices of the nuclear power industry.

Commissioning is one of the key steps towards putting into service a new nuclear facility, or a new system, structure or component within an existing facility. Commissioning activities need to be planned early in the design and procurement process, with careful consideration of eventual acceptance criteria and test methods. This publication describes commissioning in its basic form, the commissioning process specific to nuclear power plants (NPPs), the relevant management system requirements, typical organizational models and critical human resources issues. It also provides details on experience and lessons learned obtained in IAEA Member States. The publication will be of use to all stakeholders involved in the commissioning of NPPs, including owner operators, contractors, engineers, regulatory bodies and vendors.

On the basis of the principles included in the Fundamental Safety Principles, IAEA Safety Standards Series No. SF-1, this Safety Requirements publication establishes requirements applicable to the design of nuclear power plants. It covers the design phase and provides input for the safe operation of the power plant. It elaborates on the safety objective, safety principles and concepts that provide the basis for deriving the safety requirements that must be met for the design of a nuclear power plant. Member States intending to introduce a nuclear power programme will need to pass through several phases during the implementation. Experience shows that careful planning of the objectives, roles, responsibilities, interfaces and tasks to be carried out in different phases of a nuclear project is important for success. This publication presents a harmonized approach that may be used to structure the owner/operator management system and establish and manage nuclear projects and their development activities irrespective of the adopted approach. It has been developed from shared management practices and consolidated experiences provided by nuclear project management specialists through a series of workshops and working groups organized by the IAEA. The resultant publication presents a useful framework for the management of nuclear projects from initiation to closeout and captures international best practices.

This Safety Guide provides recommendations and guidance on how to meet the requirements established in Specific Safety Requirements No. SSR-2/1 and in General Safety Requirements No. GSR Part 4 for the identification of structures, systems and components (SSCs) important to safety in nuclear power plants and for their classification on the basis of their function and safety significance. This Safety Guide is intended primarily for use by organizations involved in the design of nuclear power plants, as well as by regulatory bodies and their technical support organizations. The Safety Guide can also be applied to other nuclear installations subject to appropriate adjustments relevant to the specific design of the type of the facility being considered.

This Safety Guide deals with the commissioning of land based stationary thermal nuclear power plants of all types. It covers how to meet the requirements of the commissioning programme, organization and management, test and review procedures, and the interfaces between organizations involved in commissioning activities. It also deals with the control of changes in the commissioning activities. It also deals with the control of changes in the commissioning programme and with the documentation required and produced in commissioning.

This Safety Guide is intended primarily for use with land based stationary thermal nuclear power plants but it may, in parts, have a wider applicability to other nuclear facilities. It provides recommendations and guidance on the possible format and content of a SAR in support of a request to the State regulatory body for authorization to construct and or operate a nuclear power plant.
