"This document is the eighth module in volume 1 of the teaching manual on trade and gender prepared by the United Nations Conference on Trade and Development (UNCTAD). The teaching manual has been developed with the aim of enhancing the capacity of policymakers, civil society organizations, and academics to assess the gender implications of trade flows and trade policy and to formulate gender-sensitive policies on gender and trade"--page 2.

In August 2008, Heads of State of the Southern African Development Community adopted the ground-breaking SADC Protocol on Gender and Development. This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. By the 2013 Heads of State summit, 13 countries had signed and 12 countries had ratified the SADC Gender Protocol. The Protocol is now in force. With two years to go, time is ticking to 2015, when governments need to have achieved 28 targets for the attainment of gender equality. In keeping with the Alliance slogan: "Yes we must", this 2013 Barometer provides a wealth of updated data against which progress will be measured by all those who cherish democracy in the region. The SADC Gender and Development Index (SGDI), introduced in 2011, complements the Citizen Score Card (CSC) that has been running for five years to benchmark progress.

Scoring another goal for gender equality, the 2019 Southern African Development Community (SADC) Gender Protocol Barometer breaks with past tradition in focusing solely on Sexual and Reproductive Health and Rights. Measuring 100 indicators across seven themes, the Barometer is the first civil society shadow report on SADC’s new SRHR Strategy Score Card, ranking countries based on their performance, while offering detailed analysis and insights into what is changing and still needs to change. The no-hold-barred #VoiceandChoice Barometer features the first stand-along chapters on Adolescent Sexual and Reproductive Health and Rights, Safe Abortion, and Sexual Diversity. It provides the data that underpins 40 national campaigns led the focal networks of the Southern African Gender Protocol Alliance, and 174 local campaigns led by the Centres of Excellence for Gender in Local Government. A must read for all those committed to Action and Results for Agenda 2030 in the SADC region.

In a changing world, how can we be sure that women as well as men entrepreneurs and workers obtain the benefit from these changes? Ensuring that women have the same legal opportunities as men is one part of the picture. By measuring where the law treats men and women differently, Women, Business and the Law shines a light on how women's incentives or capacity to work are affected by the legal environment and provides a basis for improving regulation. The fourth edition in a series, Women, Business and the Law 2016: Getting to Equal examines laws and regulations affecting women's prospects as entrepreneurs and employees in 173 economies, across seven areas: accessing institutions, using property, getting a job, providing incentives to work, building credit, going to court, and protecting women from violence. The report's quantitative indicators are intended to inform research and policy discussions on how to improve women's economic opportunities and outcomes.

Gender budgeting is an initiative to use fiscal policy and administration to address gender inequality and women’s advancement. A large number of sub-Saharan African countries have adopted gender budgeting. Two countries that have achieved notable success in their efforts are Uganda and Rwanda, both of which have integrated gender-oriented goals into budget policies, programs, and processes in fundamental ways. Other countries have made more limited progress in introducing gender budgeting into their budget-making. Leadership by the ministry of finance is critical for enduring effects, although nongovernmental organizations and parliamentary bodies in sub-Saharan Africa play an essential role in advocating for gender budgeting.
