Based on the EU-funded CORASON research project, this volume brings together and compares studies into rural and sustainable development processes in 12 European countries. In doing so, it identifies key trends and reveals the changing nature of development processes on the way towards a knowledge society. The book examines the differences between the preconditions and contexts relevant to rural development strategies and those relevant to sustainable development strategies. It explores whether the concept, goals and nature of rural development is better understood and adopted by rural actors than those of sustainable development. Finally by focusing on the ideas and practices of sustainable resource management- a component in both rural and sustainable development objectives- it links with knowledge used by actors involved in rural development.

Three billion people live in rural areas in developing countries. Conditions for them are worse than for their urban counterparts when measured by almost any development indicator, from extreme poverty, to child mortality and access to electricity and sanitation.

Policy-relevant and up-to-date, Rural Development deals systematically with all aspects of socioeconomic rural development, using India as a case study. The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 1, namely "End poverty in all its forms everywhere" and contains the description of a range of terms, which allows for a better understanding and fosters knowledge about it. This book meets the needs of teachers and students of agriculture and rural development project and programme planning, planners employed by governments in developing countries and by external financing agencies. Project planners must understand the aspirations of rural families and their local leaders, the national development and sector planning goals and policies of their governments and the development goals and policy priorities perceived by external financing agencies in relation to their countries. These areas are not always consistent and trade-offs may be required. However it is recognised that poor project planning is a major constraint to the sustainable realization of project and programme objectives and sector goals. Illustrated with case studies and logical framework matrices, this book presents well-established and relatively new practices followed in the context of agriculture and rural development project and programme planning. Although based on experiences gained in Africa, the issues described are relevant to planning problems encountered in other developing regions of the world. It addresses the main factors which affect the success of planning such as a government's ability to guarantee macro-economic stability and sound sector development policies; the shift from 'top-down', bureaucratic to 'bottom-up', participatory planning approaches and the roles played by external financing agencies. It explains key technical, financial, economic, environmental, socio-cultural, equity, gender and institutional-strengthening issues concerning planning in rural areas and reviews the planning tools and approaches available. The procurement of goods and services, the disbursement of funds and monitoring and evaluation requirements are examined in detail.

Despite the fact that three quarters of the world's poor live in rural areas, the level of international development aid directed at rural areas has continued to decline over the last decade, particularly in terms of the agricultural sector. In 2001, lending for agricultural projects was the lowest in the World Bank's history. This publication presents the World Bank's new rural development strategy based upon a results oriented approach which stresses practice, implementation, monitoring and empowerment aspects. The strategy seeks to highlight rural development efforts, focusing on the needs of the rural poor, fostering a broad-based economic growth and addressing the impact of global developments on client countries.

An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries.
