The confirmed case of "mad cow" disease (BSE) in June 2005 illustrates the economic impact of disease outbreaks, as additional countries closed their markets to U.S. beef and beef products. Emerging diseases also threaten public health-11 out of 12 of the major global disease outbreaks over the last decade were from zoonotic agents (that spread from animals to humans). Animal Health at the Crossroads: Preventing, Detecting, and Diagnosing Animal Diseases finds that, in general, the U.S. animal health framework has been slow to take advantage of state-of-the-art technologies being used now to protect public health; better diagnostic tests for identifying all animal diseases should be made a priority. The report also recommends that the nation establish a high-level, authoritative, and accountable coordinating mechanism to engage and enhance partnerships among local, state, and federal agencies, and the private sector.

Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. This report is an overview of the management of risk due to livestock diseases, a potentially catastrophic type of risk that can have strong external effects given its links to the food chain and to human health.

The occurrence and spread of an animal health threat can be prevented when a timely assessment of the risk is carried out to inform prevention, response and control measures. These technical guidelines on rapid risk assessment (RRA) are designed as a simple and practical tool to be used by veterinary services to build risk assessment capacities and assist decision-makers in conducting qualitative RRA on the emergence, occurrence and/or spread of animal health threats. Using available evidence, data and information, a multidisciplinary team can conduct an RRA in a short time (within two weeks). The publication provides a simple and flexible methodology for conducting a RRA when facing a disease event. Eight steps in the RRA process are described and detailed examples are provided. The final outcomes of the RRA provide robust evidence and guidance for decision-makers in designing timely prevention, control and eradication measures that contribute to sustainable livelihoods, animal health, public health and enhanced food security.

The Regulation of Animal Health and Welfare draws on the research of scientists, lawyers, economists and political scientists to address the current and future regulatory problems posed by the issues of animal health and disease. Recent events such as the outbreak of mad cow disease, epidemics of foot and mouth disease, concerns about bluetongue in sheep, and the entry into the food chain of the offspring of cloned cattle, have heightened awareness of the issues of regulation in animal disease and welfare. This book critically appraises the existing regulatory institutions and guiding principles of how best to maintain animal health in the context of social change and a developing global economy. Addressing considerations of sound science, the role of risk management, and the allocation of responsibilities, it also takes up the theoretical and practical challenges which here – and elsewhere – attend the co-operation of scientists, social scientists, lawyers and policy makers. Indeed, the collaboration of scientists and social scientists in determined and regulatory contexts such as that of animal disease is an issue of ever-increasing importance. This book will be of considerable value to those with interests in this issue, as well as those concerned with the law and policy relating to animal health and welfare.
