At the 1992 United Nations Conference on Environment and Development, popularly known as the Rio Earth Summit, the world’s leaders constructed a new "sustainable development" paradigm that promised to enhance environmentally sound economic and social development. Twenty years later, the proliferation of multilateral environmental agreements points to an unprecedented achievement, but is worth examining for its accomplishments and shortcomings. This book provides a review of twenty years of multilateral environmental negotiations (1992-2012). The authors have participated in most of these negotiating processes and use their first-hand knowledge as writers for the International Institute for Sustainable Development’s Earth Negotiations Bulletin as they illustrate the changes that have taken place over the past twenty years. The chapters examine the proliferation of meetings, the changes in the actors and their roles (governments, nongovernmental organizations, secretariats), the interlinkages of issues, the impact of scientific advice, and the challenges of implementation across negotiating processes, including the Framework Convention on Climate Change, the Convention to Combat Desertification, the Convention on Biological Diversity, the Commission on Sustainable Development, the UN Forum on Forests, the chemicals conventions (Stockholm, Basel and Rotterdam), the Montreal Protocol on Substances that Deplete the Ozone Layer, the Convention on International Trade in Endangered Species, the Convention on Migratory Species and the International Treaty on Plant Genetic Resources for Food and Agriculture.

Forty years after the United Nations Conference on the Human Environment in Stockholm, the goal of sustainable development continues via the Rio+20 conference in 2012. This book will enable a broad readership to understand what has been achieved in the past forty years and what hasn’t. It shows the continuing threat of our present way of living to the planet. It looks to the challenges that we face twenty years from the United Nations Conference on Environment and Development, "The Earth Summit," in Rio, in particular in the areas of economics and governance and the role of stakeholders. It puts forward a set of recommendations that the international community must address now and in the the future. It reminds us of the planetary boundaries we must all live within and and what needs to be addressed in the next twenty years for democracy, equity and fairness to survive. Finally it proposes through the survival agenda a bare minimum of what needs to be done, arguing for a series of absolute minimum policy changes we need to move forward.

In June 2012, the United Nations Conference on Sustainable Development (UNCSD) is in Rio de Janeiro. This is also referred to as the Rio 20 or the Earth Summit 2012 due to the initial conference held in Rio in 1992. The objective of Rio 2012 is to renew political commitments to sustainable development, review progress and identify implementation gaps, and address new and emerging challenges. This paper takes Rio 1992 as the starting point and therefore an understanding of the achievements of the Rio Conference 1992 would be important. The paper further endeavours to trace the sustainable development and environmentally related events and activities, the steps forward during the period 1992-2012. Finally, it takes a look at the changes which have taken place in last two decades generally and particularly in the field of environment. These changes could set the tone and tenor of the Rio 20. Written by practitioners and participants involved in the multilateral process of negotiations, this book presents a unique insider analysis of not only what happened and why, but also where the outcomes might impact in the future, particularly in the UN development agenda beyond 2015. The book throws light on the changing nature of multilateralism and questions frequent assumptions on how policy is defined within the UN.
