"Gateways to the Principalship: State Power to Improve the Quality of School Leaders" proposes state policies for improving principal effectiveness and student achievement. It uses policy examples from eight "lagging" and eight "leading" states as a means of advocating for a wide range of policy actions aimed at influencing principal preparation, licensure and retention. The report, however, has several flaws that undermine its usefulness. It provides little explanation on how the state exemplars were selected or why they were considered to be leading or lagging. It makes little use of existing research. It does not report on extensive current state and professional activities on leadership standards, program accreditation and licensure requirements that address exactly these features. It recommends ending the "monopoly" of higher education in principal preparation and broadening (or lowering) the criteria for becoming a principal, but it provides no research or other evidence that such changes are warranted, will improve student achievement, or have other beneficial effects. The report's endorsement of broadly accepted, almost platitudinous reform principles, coupled with unsupported and possibly counterproductive recommendations, renders the report of little value in improving the quality of principals. Successful schools that provide positive, productive, and vibrant teaching and learning environments do not occur by accident. Instead, the most effective schools are led by principals who are equipped with the skills and possess the attitudes required to be exceptional school leaders. The good news is there is a growing research base that clearly defines the dispositions, skills, and knowledge needed for effective school leadership today. The disheartening news is that few educators are being measured against these criteria prior to becoming principals. States play a critical role in determining who leads the country's schools. Individual states control the two most important levers to ensure the quality of principals--principal preparation program approval and principal licensure oversight. Yet few states are exerting their authority and efficiently using these two levers to improve educational outcomes for children. Recognizing that states act as key gatekeepers to improve educational outcomes for children, it is imperative that states take immediate action to guarantee that each and every school is led by a high-quality principal. In this report, the authors analyze state policies and requirements for principal preparation approval and certification in a sample of 16 states--eight of which are "lagging," and eight that are "leading" in their efforts to act as gatekeepers to ensure that schools are led by effective leaders. An effort was made to select a large pool of states to reflect a range of practices and policies, as well as to provide variation in the context, for example, geographic representation, student demographics, and population size. Research is clear: School leadership quality matters. However, our knowledge of effective school leadership remains limited in at least three substantial ways. First, our understanding of school leadership effectiveness generally and school principal effectiveness specifically is limited to Western contexts, primarily North America and western European ones. Second, even in the confines of Western research and context, there has been relatively little specific focus on effectively leading low-performing schools. Third, even the conceptualization of leadership—do we mean the school principal, an administrative team, or a broader school leadership team—is a key factor in how we define and respond to the challenge of leading in low-performing schools. This book advances discussion and disseminates knowledge and global perspectives on what school leadership looks like, how it is enacted and under what circumstances, and when or where lessons might be portable. We anticipate this book having wide appeal for researchers, policymakers, and practitioners considering school leadership and how to support it effectively. The chapters suggest a noticeable level of convergence globally on how to lead low-performing schools effectively.
