Identifying and explaining common views, ideas and traditions, this volume challenges the concept of Serbian-Albanian hostility by reinvestigating recent and historical events in the region. The contributors put forward critically oriented initiatives and alternatives to shed light on a range of relations and perspectives. The central aim of the book is to ‘figure out’ the problematic relations between Serbs and Albanians – that is, to comprehend its origins and the actors involved, and to find ways to resolve and deal with this enmity. Treating the hostility as a construct of a long-running discourse about the Serbian or Albanian ‘Other’, scholars and intellectuals from Serbia, Kosovo and Albania examine the origins, channels, agents and mediums of this discourse from the 18th century to the present. Tracing the roots of the two ethnic groups' political divisions, contemporary practices and actions allows the contributors to reconsider mutually held negative perceptions and identify elements of a common, shared history. Examples of past and current cooperation are used to offer a critical analysis of all three societies. This book develops a novel way of thinking about crises in world politics. By building on ontological security theory, this work conceptualises critical situations as radical disjunctions that challenge the ability of collective agents to ‘go on’. These ontological crises bring into the realm of discursive consciousness four fundamental questions related to existence, finitude, relations and autobiography. In times of crisis, collective agents such as states are particularly attached to their ontic spaces, or spatial extensions of the self that cause collective identities to appear more firm and continuous. These theoretical arguments are illustrated in a case study looking at Serbia’s anxiety over the secession of Kosovo. The author argues that Serbia’s seemingly irrational and self-harming policy vis-à-vis Kosovo can be understood as a form of ontological self-help. It is a rational pursuit of biographical continuity and a healthy sense of self in the face of an ontological crisis triggered by the secession of a province that has been constructed as the ontic space of the Serbian nation since the late 19th century.

The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization.This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper.The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

This volume addresses textbooks written in the Albanian language and in use in Albania, Kosovo, Macedonia and Serbia. Political myths and mythical spaces play a key role in shaping processes of identity-building, concepts of ‘self’ and ‘other’, and ideas pertaining to the location of the self and nation within a post-conflict context. The Albanian case is particularly interesting because the majority of Albanians live outside the borders of Albania, despite the existence of the nation-state, which gives rise to fascinating complexities regarding the shaping of national identities and myths surrounding concepts of ‘self’ and ‘other’. What textbooks teach is always of political interest, as they represent society’s intentions for its next generation. This renders identity-building processes via textbooks in this context a particularly fascinating topic for research, here examined through the lens of myths and mythical spaces.

In recent years, western discourse about the Balkans, or “balkanism,” has risen in prominence. Characteristically, this strand of research sidelines the academic input in the production of western representations and Balkan self-understanding. Looking at the Balkans from the vantage point of “balkanism” has therefore contributed to its further marginalization as an object of research and the evisceration of its agency. This book reverses the perspective and looks at the Balkans primarily inside-out, from within the Balkans towards its “self” and the outside world, where the west is important but not the sole referent. The book unravels attempts at regional identity-building and construction of regional discourses across various generations and academic subcultures, with the aim of reconstructing the conceptualizations of the Balkans that have emerged from academically embedded discursive practices and political usages. It thus seeks to reinstate the subjectivity of “the Balkans” and the responsibility of the Balkan intellectual elites for the concept and the images it conveys. The book then looks beyond the Balkans, inviting us to rethink the relationship between national and transnational (self-)representation and the communication between local and exogenous – Western, Central and Eastern European – concepts and definitions more generally. It thus contributes to the ongoing debates related to the creation of space and historical regions, which feed into rethinking the premises of the “new area studies.” Beyond Balkanism: The Scholarly Politics of Region Making will interest researchers and students of transnationalism, politics, historical geography, border and area studies.
