This book argues for the need to rethink governance through the lens of 'resilience as self-governance'. Building on complexity-thinking, it contends that in the context of change and complex life, challenges are most efficiently dealt with, at the source, 'locally', to make 'the global' more responsive and sustainable. Resilience as self-governance is advanced as an overriding framework to explore its constitutive elements - identity, ‘good life’, local coping strategies and support infrastructures - which, when mobilized, can turn communities into ‘peoplehood’ in the face of adversity. It is argued that these communities of relations, self-organised and self-aware of their worth, is what makes them so resilient to crises, and what helps them to transform with change; and how they should be governed today. Central Eurasia, spanning from Belarus in the west, to Azerbaijan in the south and Kyrgyzstan in the east, provides fertile grounds for exploring how resilience works in practice in times of complex change. By immersing into centuries-long traditions and philosophy, local experiences of survival, and visions for change, this book shows that governability at any level requires a substantive 'local' input to make 'the global' more enduring and resilient in a complex adaptive world. This book asks if it is time to “reboot” the fundamental institutions of global international society. The volume revisits Hedley Bull’s seminal contribution The Anarchical Society by exploring the interconnected nature of change, contestation and resilience for maintaining order in today’s uncertain and complex environment. The volume adds to Bull’s theorizing by recognizing that order demands change, that contestation should be welcomed, and that resilience is anchored in local and agent-led forms of ordering. The contributors to Part One of the book focus on theoretical and conceptual issues related to order in the global international society, whilst the contributors to Part Two of the book focus on the primary institutions as listed by Hedley Bull with the addition of a chapter on the market adding a distinctive commentary on new and important dynamics of change, contestation and resilience of the existing institutions.

Despite Cultures examines the strategies and realities of the Soviet state-building project in Tajikistan during the 1920s and 1930s. Based on extensive archival research, Botakoz Kassymbekova analyzes the tactics of Soviet officials at the center and periphery that produced, imitated, and improvised governance in this Soviet southern borderland and in Central Asia more generally. She shows how the tools of violence, intimidation, and coercion were employed by Muslim and European Soviet officials alike to implement Soviet versions of modernization and industrialization. In a region marked by ethnic, linguistic, and cultural diversity, the Soviet plan was to recognize these differences while subsuming them within the conglomerate of official Soviet culture. As Kassymbekova reveals, the local ruling system was built upon an intricate network of individuals, whose stated loyalty to communism was monitored through a chain of command that stretched from Moscow through Tashkent to Dushanbe/Stalinabad. The system was tenuously based on individual leaders who struggled to decipher the language of Bolshevism and maintain power through violent repression.

It highlights how the old regime, aiming to retain the Soviet legacy, reluctant to reform, presiding over worsening economic conditions and refusing to take measures to cope with the Covid-19 pandemic, has been confronted by increasing bottom-up social mobilisation which demands a transformation of state-society relations and a new sense of Belarusian peoplehood. The book outlines how the current situation has developed, considers how the present demands for change are deep seated and long brewing trends, and reveals much detail about many aspects of the growing societal mobilisation. Overall, the book demonstrates that, although the old regime remains in power, Belarusian society has changed fundamentally, thereby bringing great hope that change will eventually come about.
