Excerpt from Report on the Annexation of Texas to the United States, 1838 The Joint Committee to whom was referred "so much of the Governor's address as relates to the resolutions of Rhode Island concerning the annexation of Texas to the Union" and to whom were also referred the petition of Asa Stoughton and others, legal voters of the town of Gill, and sundry other petitions of many thousand citizens of this Commonwealth, praying the Legislature "to protest without delay against the annexation of Texas to this Union" have attended to the duty assigned them, and beg leave respectfully to Report: The Committee were impressed in the commencement of their duties with the grave and deep importance of the subject committed to them, and this impression has increased at every step of their progress in its investigation. Excerpt from The Annexation of Texas The annexation of Texas, it can justly be said, was a very inter esting, important, complicated and critical affair. It involved issues and consequences of no little moment in our domestic politics. It gave us an area greater than England and France together, with a port that ranks very near the head of our list, and paved the way for the acquisition of San Francisco and our far Southwest. It led to our greatest and most brilliant foreign war. It extinguished a nation. That might have become a strong and unfriendly rival and might have caused the disruption of the Union. It removed an excellent opportunity for certain leading European powers to inter pose in the affairs of this continent and in particular to embarrass the development of the United States. It presented a field of battle on which our diplomats and those of England, France, Mexico and Texas waged a long and intricate struggle with all their skill and with a full determination to succeed; and it brought these five na tions to the verge of war. Such an episode would appear to merit a detailed study, especially since very different opinions regarding it still prevail; and as the author, while gathering data for a history of our Mexican War, found many essential materials for a thorough treatment of the subject, he has felt: under obligation to complete and present them. Excerpt from British Interests and Activities in Texas, 1838-1846 The material for the lectures included in this volume was gathered by research in the Public Record Office in London during the winter of 1907-1908. That time was spent in an examination of documents and correspondence connected with English-American relations from 1815 to 1855, after which date they are inaccessible. Such papers are chiefly in the foreign office correspondence and, while they throw much light on many controverted points in history, they are nowhere more illuminating than in the matter of the British attitude toward the American annexation of Texas. Hence the invitation of the Department of History of the Johns Hopkins University to deliver the Albert Shaw Lectures in Diplomatic History in May, 1909, seemed to be most opportune and I gladly presented there the result of my work relating to Texas. This presentation is purely technical, and, while seeking to meet doubtful points, it depends upon documentary substantiation only. It might be indefinitely elaborated by citations from secondary authorities, or greatly bettered by a more complete portrayal of contemporary conditions. The purpose of the lectures forbade this. The California chapter, previously printed in the American Historical Review, is added because of its intimate connection with the Texan question.
