It provides an excellent series of critiques of both the systemic accountabilities and the policy processes of government by drawing on meticulously researched, topical and real-world case studies of governance. Its contribution to the understanding of the applied processes of government in this way is exemplary. Topics covered include: restoring trust in government, parliamentary scrutiny of the APS, administrative law and FOI, budgetary reforms, implementation issues, competition policy, indigenous administration, collaboration with the NGO sector, educational reforms and the changes to the Auditor- General’s mandate.

This volume brings together a collection of papers presented at the annual conference of the Network of Asia-Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG). The publication reflects the diversity of "grounded voices to be found in the region." While the approaches are different, a distinguishing feature is the depth of local knowledge they exhibit and the manner in which innovation from within the Asia and Pacific region is highlighted.

This collection of essays had its origins in a one-day workshop held in August 2015 at The Australian National University. Jointly convened by Dr John Butcher (ANZSOG) and Professor David Gilchrist (Curtin Not-for-profit Initiative) the purpose of the workshop was to bring together academic researchers, policy practitioners and thought leaders to address a variety of emerging issues facing policymakers, public sector commissioners, not-for-profit providers of publicly funded services, and businesses interested in opportunities for social investment. The workshop itself generated a great deal of interest and a ‘baker’s dozen’ of contributors challenged and engaged a full house. The level of enthusiasm shown by the audience for the subject matter was such that the decision to curate the presentations in the form of a book was never in doubt. The editors trust that this volume will vindicate that decision. At one time the state exercised a near monopoly in the delivery of social programs. Today, almost every important public problem is a three sector problem and yet we have little idea of what a high-performing three sector production system looks like. It is the editors’ hope that this volume will provide a foundation for some answers to these important public policy questions.

It is common (and comforting) to see public policy as the result of careful craft work by expert officials who recognise a problem, identify and evaluate possible responses, and choose the most appropriate strategy the policy cycle'. The reality is more complex and challenging. Many hands are involved in policy-making, not all of them official, they are not all addressing the same problem, they have different ideas about what would be a good answer, and the process is rarely brought to a neat close by a clear decision. The development of policy can resemble firefighting, with players rushing to react to demands for action in areas that are already in crisis, or it can be a less frenetic process of weaving, as they search for an outcome which reflects the concerns of all the stakeholders. Effective participation in the policy process calls for a clear understanding of this complexity and ambiguity. Beyond the Policy Cycle sets policy in this wider context. It recognises that participants in the process are drawn from both government and diverse areas outside government, and looks not at a model' process but rather at how the game is played: how issues rise to prominence, who is actually doing the work, and exactly what it is that they are doing. With detailed Australian case studies, and examining the implications of recent trends in policy such as the outsourcing of service provision, Beyond the Policy Cycle offers students and practitioners a critical and engaged look at the activity of policy that reflects the reality of the policy experience.
