This report provides a summary of the presentations, panel statements and working group discussions of the Bangkok Global Conference on Small-Scale Fisheries in 2008. This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels. An added value is that it helps add focus to our work as civil society activists involved in ensuring the application of the SSF Guidelines. The importance of fisheries is not lost in the global policy arena. What is often overlooked in the general discourse, however, is the significant difference between small-and large-scale fisheries. Major rethinking about all aspects of small-scale fisheries is required, including their contribution to catches, employment, livelihood, food security and conservation. This book is a collection of essays about the diverse, complex and dynamic contexts that characterize small-scale fisheries around the world. The essays highlight the strengths, capacity, motivation and contributions associated with this fishing sector. They remind us that solutions and opportunities for the viability and sustainability of small-scale fisheries can be found, once the issues are understood from a holistic perspective and possible options, including inventive governance arrangements, are fully explored. The authors are scientists and practitioners who work in small-scale fisheries in various parts of the world, many of whom participated at the first World Small-Scale Fisheries Congress (WSFC), held in Bangkok in October 2010, and are members of the global research network for the future of small-scale fisheries, Too Big To Ignore. These Guidelines for increasing access of small-scale fisheries to insurance services in Asia have been developed to support the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The purpose of these Guidelines is fourfold, i.e. • to increase awareness about the needs of small-scale fishers for better risk management, disaster preparedness and insurance services; • to guide policy and decision makers to help introduce insurance services to small-scale fishers, with the ultimate objective to strengthen the sustainability and ecological and economic viability of these fisheries; • to build capacity among insurance providers, fisherfolk organizations, NGOs, and concerned government agencies, to design and implement insurance programmes that suit the needs of small-scale fishing communities and enhance social protection; • to promote insurance services that incentivize and reward a responsible and sustainable conduct of fishing operations and a better preparedness for natural disasters including climate change related challenges. These Guidelines commence by elaborating on the context and framework, in which insurance programmes for small-scale fisheries should be conceived. It is explained why most small-scale fishers are presently not insured. Major risks and consequences faced by fishers are identified. Risks include capsizing, grounding, collision and sinking of vessels; fire on board of vessels or in port; injury or death of crew as a result of above, human errors during navigation or fishing operations; oil spills or other pollution caused by fishing vessels; theft and vandalism, when moored in port; piracy

The African workshop was one of three regional consultative workshops carried out as a follow-up to the 2009 inception workshop of the FAO Extra-Budgetary Programme on Fisheries and Aquaculture for Poverty Alleviation and Food Security. The workshops built on the outcomes of the Global Conference on Small-Scale Fisheries held in Bangkok in October 2008 and referred to the recommendations made by the 26th Session of the FAO Committee on Fisheries (COFI) in March 2009 with regard to the potential development of an international instrument and programme for small-scale fisheries. The purpose of the workshops was to provide guidance on the scope and contents of such an international small-scale fisheries instrument and on the possible priorities and implementation modalities for a global assistance programme. Inland fisheries are vital for the livelihoods and food resources of humans worldwide but their importance is underestimated, probably because large numbers of small, local operators are involved. Freshwater Fisheries Ecology defines what we have globally, what we are going to lose and mitigate for, and what, given the right tools, we can save. To estimate potential production, the dynamics of freshwater ecosystems (rivers, lakes and estuaries) need to be understood. These dynamics are diverse, as are the earths freshwater fisheries resources (from boreal to tropical regions), and these influence how fisheries are both utilized and abused.
