Bowden, objecting to the election of William Howard as delegate of York and James City and the City of Williamsburg. After reviewing the evidence and determining which votes were illegal, the committee concluded that the votes for both were the same. Of note, the committee did not resolve the tie within the report.

After taking and reviewing evidence on a number of challenged votes, the committee concluded that after illegal votes were deducted, and others restored, Vawter had won the election.
