Report of a Special Committee which reviewed a "petition of certain citizens of El Dorado County, asking the Legislature to pass an act pledging the credit of the State of California, for a certain sum of money to aid the President of the United States, in the suppression of rebellion, alleged to exist in certain States against the government." (Page 1) After noting legal issues in actions by the federal government against states, included states that have seceded, the Committee recommends that consideration of the petition be postponed. The report is signed by Z. Montgomery, C.H. Kungle.
