Published in 1999. The liberalization process in Latin America during the 1990s resulted in the increase and diversification of trade in the region. Brazil, as a major player, strengthened its insertion into the world economy through the adoption of strategies for opening up markets and of new production technologies; complemented more recently by the creation of a broadly based stabilization plan. In this context, issues related to structural changes in the economy, such as those involving the complexity of new international trading agreements and their impact on the Brazilian economy, warrant special attention. The results of this study suggest that the interplay of market forces in the Brazilian economy favour the more developed region of the country.

Malaysia is one of the middle-income economies that are going through rapid structural change. Since the mid 1980s it has changed to an industrially based economy with large-scale export of electrical and electronic components. However, thirty years after Malaysia's re-distributive policies have been exercised, regional inequality still exists. This book examines the nature and impact of regional policies in relation to the patterns of demographic and economic structural change and in relation to growth, distribution and income disparities across regions in Peninsular Malaysia. The book also explores the degree to which differences in regional manufacturing distribution and concentration have contributed to regional inequality. It concludes with a number of recommendations for regional policies that will reduce this inequality.

Unlike other regions around the world, several Latin American countries have managed to reduce income inequality over the last decade. Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality. We discuss regional disparities in economic performance and living standards. We first set out some key facts, and provide a conceptual framework to help analyze whether such disparities are efficient, or instead reflect market and/or policy failures. We examine whether policy attempts to reduce regional disparities necessarily involve a trade-off between equity and efficiency. We then investigate whether policymakers should focus on boosting the economic performance of lagging regions—or, conversely, accept the presence of regional disparities, and instead assist households in lagging regions through transfer payments, investments in education, health, and other basic services, and by facilitating out-migration.
