This book analyzes Latin American regional integration with a novel conceptual approach grounded in extensive field research. Using the UNASUR (Unión de Naciones Suramericanas) as a case study, the author investigates the process of policy-making in regional public policy fields in South America. The project focuses on intergovernmental structures of regional organizations as an institutional framework for a variety of independent processes in regions. It also challenges the perspective of democratic states as unitary actors and seeks to analyze the factors which favor or obstruct regional processes in different policy-fields. This work will appeal to researchers, graduate students and anyone interested in Latin American politics and policy-making.

Governance in South America is signified by strategies pursued by state and non-state actors directed to enhancing (some aspect of) their capabilities and powers of agency. It is about the spaces and the practices available, demanded or created to ‘make politics happen’. This framework lends explanatory power to understand how governance has been defined and practiced in South America. Pía Riggirozzi and Christopher Wylde bring together leading experts to explore what demands and dilemmas have shaped understanding and practice of governance in South America in and across the region. The Handbook suggests that governance dilemmas of inequitable and unfulfilled political economic governance in South America have been constant historical features, yet addressed and negotiated in different ways. Building from an introduction to key issues defining governance in South America, this Handbook proceeds to examine institutions, actors and practices in governance focusing on three core processes: evolution of socio-economic and political justice claims as central to the demands of governance; governance frameworks foregrounding particular issues and often privileging particular forms of political practice; and iterative and cumulative processes leading to new demands of governance addressing recognition and identity politics. This volume explores the case for and the prospects of the development of world-regional social policies as integral elements of a pluralistic, equitable and effective system of global governance. Focusing on transnational regionalism, this book examines the trajectory and crossing over of the three strands of scholarly analysis within the past decade which have given rise to this volume: the perceived negative impact of neo-liberal globalisation upon national social policy; the need for but the difficulty of securing reforms in the institutions of global social governance; and the increasing salience of the world-regional level of governance in handling cross-border issues. The authors develop an intellectual and research agenda that will also inform the political development of an international programme concerned with the social policy dimensions of regional governance. “Regional cooperation exists, but looks different in the global South than in the European Union,” claim the contributors to South American Policy Regionalism, which offers novel theory, methods, and Latin American case studies of joint governance efforts in nine international policy arenas, ranging from illegal drugs to artificial intelligence. Contrasting three major schools of thought in international relations (highlighting power, institutions, and ideas), this book introduces the idea of international policy regionalism as a framework for informed debate about international policy-sector interactions in a regional space. Beginning with a conceptual approach applicable to any world region, it includes a brief history of Western Hemisphere regionalism to aid in future cross-regional comparisons. An international group of contributors constructs rich narratives of the politics of Latin American policy sector evolution since the Cold War. Besides the aforementioned, included sectors span regional development banking, infrastructure planning, electricity distribution, migration governance, climate action, neglected tropical diseases, and food policies. Bringing together comparative case studies from Central Europe and South America, this book focuses on 'new' regions – regions created as political projects of modernization and 're-scaling'. Through this approach it de-codes 'New Regionalism' in terms of its contributions to institutional change, while acknowledging its contested nature and contradictions. It questions whether these regions are merely a strategy of neo-liberal adjustment to changing political and economic conditions, or whether they are indicative of true reform, greater citizen participation and empowerment. It assesses whether these regions are really representing something new or whether they are a reconfiguration of traditional power relationships. It provides a timely critical analysis of 'region-building' and the extent to which national processes of decentralization and sub-national processes of regionalism can enhance the effectiveness and responsiveness of governance.

This edited volume approaches regionalism as one potential pattern in a changing global order. Since the end of the Cold War, different forms of territorialization have emerged and we are confronted with an increasing number and variety of actors that are establishing regional projects. This volume offers an innovative contribution to the study of this new complexity by exploring constellations of regional actors, spatial scales and imaginations beyond state-centred perspectives as well as on multiple, often overlapping levels. The chapters analyse the emergence, trajectories and outcomes of regionalisms from the perspective of the Global South, specifically concentrating on regional projects in Latin America and Africa, but also in the Asia-Pacific. They attempt to identify the specific conditions and junctures of different forms of region-making in their external (global) and internal (local/national) dimensions. The volume also places special emphasis on interactions, spatial entanglements and comparisons between regionalisms in different parts of the world. By expanding beyond the perspective of North-South transfers, this book seeks to better understand the dynamics and diversity of interregional interactions. This book analyses the diffusion of norms concerning gender-based violence and gender mainstreaming of aid and trade between the EU, South America and Southern Africa. Norm diffusion is conceptualized as a truly multidirectional and polycentric process, shaped by regional governance and resulting in new geometries of transnational activism.
