The extraordinary works and contributions of writers with different backgrounds ranging from academics to bureaucrats make this book rich in treasures to see how far the scientific development of public administration is dealing with global conditions which are currently starting to show signs of revival. At the same time, we can learn from when local to national governments have to work hard to provide public policies in the form of a stimulus to help the country get out of the problems caused by disease outbreaks. In addition, this book is expected to ignite further discussions within the scientific scope. This book contains the proceedings of the The International Conference on Law, Social Science, Economics, and Education (ICLSSEE 2021). Where held on 6 Maret 2021 in Salatiga, Central Java. This conference was held in collaboration Nusantara Training and Research (NTR) with Borobudur University Jakarta and the Research and Development Agency of the Ministry of Home Affairs. The papers from these conferences collected in a proceedings book entitled: Proceedings of The International Conference on Law, Social Science, Economics, and Education (ICLSSEE 2021). The presentation of such conference covering multi disciplines will contribute a lot of inspiring inputs and new knowledge on current trending about: Law, Social Science, Economics, and Education. Thus, this will contribute to the next young generation researches to produce innovative research findings. This book compares contemporary civil service systems across East and Southeast Asia, a dynamic region of greater diversity in local administrative tradition, imported models of modern administration, and the character of prevailing political institutions. Featuring chapters on Japan, South Korea, Taiwan, Singapore, Hong Kong, Vietnam, Indonesia, Thailand, Malaysia, and the Philippines, this book provides a detailed analysis of key aspects of the civil service system, including centralization, recruitment, classification, openness of positions, performance assessment, promotion, training, and senior civil service. It distinguishes four modes of public employment, namely, bureaucratization, professionalization, politicization, and marketization, to develop a conceptual framework for comparing the civil service system at the operational level. The region’s contemporary civil service systems appear to be hybrid systems that combine, at varying degree, these modes of public employment, responding to administrative reform pressures. The patterns of public employment across East and Southeast Asia reflect local administrative traditions, imported Western models of administration, and the relative timing of democratization and bureaucratization. How does an authoritarian state reform its police force following a transition to democracy? In 1998, Indonesia, the third largest country in the world, faced just such a challenge. Policing had long been managed under the jurisdiction of the military, as an instrument of the Suharto regime – and with Suharto abruptly removed from office, this was about to change. Here we see how it changed, and how far these changes were for the better. Based on direct observations by a scholar who was involved in the last days of the New Order and who saw how the police responded to regime change, this book examines the police, the new regime, and how the police was disassociated from the military in Indonesia. Providing a comprehensive historical overview of the position of police in this change of regime, the book focuses on two key areas: the differences between local and national levels, and the politicisation associated with decentralisation. Arguing that the disassociation of the Indonesian National Police from the military has achieved only limited success, the book contends that there is continued impetus for the establishment of a professional police force and modern and democratic policing, which will entail effective public control of the police. A pioneering study of the police in Indonesia, examining key issues in the post-Suharto era, this book will be of interest to scholars of Southeast Asian politics and of policing and politics in the developing world.
