This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

The established theories and debates on nationalism were formed in the twin crucibles of Eighteenth-century Europe and America, and continue to be informed by that heritage. Reconstructing the Nation in Africa challenges some of the key principles that underlie the current debates on nationalism by exploring in depth the experience of multinational states in Africa. Taking Ghana as a case study, Michael Amoah introduces and develops two important new contributions to the theoretical tapestry of nationalism --the Rationalisation of Nationalism and Reconstructing the Nation, concepts that should have wide use and currency in the broader discussion of the national phenomenon. Reconstructing the Nation in Africa argues that the nationhood of Ghana is not rooted in modernity as is generally thought, and attempts to show by analysis of the microbehavior of its population that traditional views on the viability of the multinational state do not necessarily hold true for modern-day Africa.

A collection of essays by prominent scholars, NGOs and policy makers who have explored reconstruction efforts currently taking place in a number of war-affected African countries. In addition to analysing the various approaches and theoretical paradigms for the study of conflict resolution, democratisation and nation-building, the essays explore the ethno-cultural dimensions of reconstruction; gender, regeneration and conflict; rehabilitation of child conscripts; and the economic dimensions of reconstruction.

The author looks at different approaches towards regional and continental unity, and the need to restructure the African state. He contends that reconfiguration of the African state is necessary after the institutions inherited at independence, especially centralisation of power, have failed to serve the people. He calls for decentralisation of power in order to enable the people - different groups - to set their own agenda for sustainable development. Power should be in the hands of the people at the grassroots level using local institutions to formulate development plans, control and allocate resources in their own areas. Reconfiguration of the African state will also help to accommodate different ethnic groups on equal basis and enable marginalised groups, especially smaller and weaker groups, to fully participate in the political process and get a fair share of the nation's resources without being dominated and exploited by others, especially dominant groups. Restructuring the state will also enable all groups to play an equal role in achieving unity, stability and development. The work is also an examination of the transition African countries have gone through since independence and the problems they have faced and continue to face in terms of nation building and trying to achieve and maintain peace and stability without which prosperity is impossible. It is a call for rebuilding Africa through a combination of innovative approaches.

The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

The shocks of the unexpected outbreak of violent internal armed conflicts in post Cold War West Africa continue to linger in policy and academic circles. While considerable attention is devoted to explaining the civil wars, there is little understanding of the delicate and unpredictable processes of reconstruction. Post-war reconstruction programmes in Africa have become, by and large, externally driven processes; and while externalisation may not be negative per se, it is important to interrogate how such intervention recognises and interacts with local dynamics, and how it manipulates and conditions the outcomes of post-conflict reconstruction agenda. Investigating the interface between power elite, the nature of post-war regimes and the pattern which post-war reconstruction takes is important both for theory and practice. This original study, by some of West Africa's leading scholars, interrogates post-war reconstruction processes in the twin West African countries of Liberia and Sierra Leone, focusing on the effects of regime types on the nature, scope, success or failure of their post-war reconstruction efforts. Political scientists, diplomats, the international community, donor and humanitarian agencies, advocacy groups, the United Nations and its agencies, would find it an important resource in dealing with countries emerging from protracted violence and civil war.
