This book compares the current status of democracy in selected Eastern European countries. The focus is on young people’s attitudes towards and experiences of democracy, including active political engagement. In many of these countries, democracy has been hard-won and may well need to be defended again in the future. The contributors collectively reflect on young adults exercising their civic rights and how they can influence the political system at both formal and informal levels. The chapters present different issues that arise in unique contexts but overall reflect the changing status of democracy and its effects on young people’s citizenship activity and education. The volume compares perspectives of three groups of Eastern European countries with different traditions and past histories of democracy and citizenship: Central European countries (Poland, Czech, Hungary); Baltic countries (Lithuania, Latvia and Estonia); and post-soviet republics (Ukraine, Moldova). These countries differ in the status given to democracy, citizenship action traditions and education. At the same time, many countries have experienced recent turbulence related to democracy and different kinds of actions by young people. Comparing them leads to conclusions about omissions made in current citizenship education provision and what needs to be done for a better understanding of the needs of citizenship education in these difficult times. Democracy is viable only if it is rooted in the hearts and minds of citizens who feel responsible not only for their own well-being, but also for the quality of social relationships in a society with marked differences in race, religion, culture, and gender. Three basic features define personalized democracy: A critical attitude not only towards others but also towards oneself; learning not only from others but also from oneself; and participation in society with attention to the contradictive nature of one’s own mind. The authors emphasize that the development of personalized democracy and global citizenship requires participation at different identity levels: I as individual, we as members of social groups, we as part of humanity, and we as part of the earth. In recent years, there has been a shift in discourse internationally towards a greater recognition of the importance of democratic governments and institutions, and an explicit support for the development of democracy and citizenship through education. Rethinking Citizenship Education presents a fundamental reassessment of the field. Drawing on empirical research, the book argues that attempting to transmit preconceived notions of citizenship through schools is both unviable and undesirable. The notion of 'curricular transposition' is introduced, a framework for understanding the changes undergone in the passage between the ideals of citizenship, the curricular programmes designed to achieve them, their implementation in practice and the effects on students. The 'leaps' between these different stages make the project of forming students in a mould of predefined citizenship highly problematic. Case studies are presented of contrasting initiatives in Brazil, a country with high levels of political marginalisation, but also significant experiences of participatory democracy. These studies indicate that effective citizenship education depends on a harmonisation or 'seamless enactment' of the stages outlined above. In contrast, provision in countries such as the UK and USA is characterised by disjunctures, showing insufficient involvement of teachers in programme design, and a lack of space for the construction of students' own political understandings. Some more promising directions for citizenship education are proposed, therefore, ones which acknowledge the significance of pedagogical relations and school democratisation, and allow students to develop as political agents in their own right.
