The Japanese peasant has been thought of as an obedient and passive subject of the feudal ruling class. Yet Tokugawa villagers frequently engaged in unlawful and disruptive protests. Moreover, the frequency and intensity of the peasants' collective action increased markedly at the end of the Tokugawa period. Stephen Vlastos's examination of the changing patterns of peasant protest in the Fukushima area shows that peasant mobilization was restricted both ideologically and organizationally and that peasants did not become a prime moving force in the Meiji Restoration.

Essays on the Modern Japanese Church (Gendai Nihon kyokai shiron), published in 1906, was the first Japanese-language history of Christianity in Meiji Japan. Yamaji Aizan’s firsthand account describes the reintroduction of Christianity to Japan—its development, rapid expansion, and decline—and its place in the social, political, and intellectual life of the Meiji period. Yamaji’s overall argument is that Christianity played a crucial role in shaping the growth and development of modern Japan. Yamaji was a strong opponent of the government-sponsored “emperor-system ideology,” and through his historical writing he tried to show how Japan had a tradition of tolerance and openness at a time when government-sponsored intellectuals were arguing for greater conformity and submissiveness to the state on the basis of Japanese “national character.” Essays is important not only in terms of religious history but also because it highlights broad trends in the history of Meiji Japan. The debate over the compatibility of Confucian culture with democracy is an ongoing one. Yet, few books in the existing literature have dealt specifically with the relationship between Confucian culture (as opposed to Confucianism or general cultural factors) and democracy. Prior to the end of the Second World War, no Confucian society was democratic, so the debate could only be done in an abstract sense. Only after the war did Japan emerge as a democratic country, and it is not a perfect case of the Confucian culture — for one, its Confucian legacy is diluted; moreover, its postwar transition to democracy was, to a large extent, externally imposed rather than internally generated. In the late 1980s and early 1990s, South Korea and Taiwan joined what Samuel P Huntington termed the “third wave of democratization”. Finally, at least two societies with strong Confucian heritage turned democratic, and unlike Japan, their democratic transition resulted mainly from internal political dynamics.Confucian Culture and Democracy represents a comprehensive effort to examine the linkages between Confucian culture and democracy. Building on the empirical evidence from South Korea and Taiwan, and examining semi-democratic societies with extensive experiences in electoral politics like Singapore and Hong Kong, this book provides readers with an empirical and detailed coverage of democratization and democratic governance in various Confucian societies.
