Abstract: With the Eastern Enlargement successfully completed, the EU is searching for a proper balance between internal security and external stabilisation that is acceplable to all sides. This paper focuses on an EU foreign policy instrument that is a case in point for this struggle: EC visa facilitation and readmission agreements. By looking at the EU's strategy on visa facilitation and readmission, this paper aims to offer a first systematic analysis of the objectives, substance and political implications of these agreements as a means to implement a new EU security approach in the neighbourhood. In offering more relaxed travel conditions in exchange for the signing of an EC readmission agreement and reforming domestic justice and home affairs, the EU has found a new way to press for reforms in neighbouring countries while addressing a major source of discontent in these countries. Offering the first comprehensive analysis of readmission agreements, this book examines the intersection of immigration and human rights law and the complex interplay between evolving international, regional and national norms. Expanding the current academic and policy discourse on readmission agreements through detailed consideration of the negotiation processes carried out by the European Community, it renders a nuanced review of the underlying strategic objectives and regional effects of these treaties. This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU’s southern and eastern neighbourhood through the prism of continuity and change. By critically examining EU action and inaction in the framework of the 2011 ENP, it also puts the ENP's most recent review of 2015 in perspective. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU’s neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration. This volume will appeal to scholars and upper level students in EU/European Studies, International Relations, Political Science, as well as practitioners and policy-makers in the field.

This collective volume draws on the themes of intersectionality and overlapping policy universes to examine and evaluate the shifting functions, frames and multiple actors and instruments of an ongoing and revitalized cooperation in EU external migration and asylum policies with third states. The contributions are based on problem-driven research and seek to develop bottom-up, policy-oriented solutions, while taking into account global, EU-based and local perspectives, and the shifting universes of EU migration, border and asylum policies.
