A modern, egalitarian, and democratic society must be put on a path of sustainable development, the guide asserts, which necessitates action beyond the narrow confines of economics. This book examines the politics of rural development with special reference to watershed development interventions in the desert province of Rajasthan in India. Watershed development (and rainwater harvesting) is one of the most significant rural development interventions in rainfed areas of India since the early 1990s. A range of developmental actors including the state watershed department, international donors, NGOs and grassroots organisations are involved in sponsoring watershed development projects. Using multi-sited ethnography and conversational interviews with the deliverers as well as recipients of development, the book compares and contrasts the watershed interventions of the state and two different kinds of NGOs in Rajasthan. While conventional studies on watershed development have focused on the evaluation of ‘success’ or ‘failure’ of particular projects, whether implemented by the state or NGOs, the book moves beyond this narrow analytical gaze to look at the roles, agendas and interests of multiple development agencies, often partnering together and sometimes competing with each other as part of, what the author calls, the ‘watershed development regime’. Taking cue from watershed development and water conservation projects over the last two decades, the book engages with the larger question of ‘how’ of delivering development. It examines the complex processes of cooperation, competition, negotiations, contestations and conflicts between different stakeholders, including the agents of development and differently positioned rural social groups in the context of Rajasthan. The book demonstrates that the recent interventions in watershed development and rainwater harvesting have considerably shaped the politics of development in Rajasthan in a number of ways: by becoming a site for the remaking of the ‘state’ and its internal relations, by disturbing the local hegemony in the countryside, by creating new relations of patronage between diverse agents and recipients of development, by increasing the associational capacity as well as creating new conflicts (intra and inter village) and by initiating competition and cooperation between the various agents of development over control of local resources and power.

This book examines the impact of water-related subsidies on social and distributive equity and environmental sustainability in groundwater access and regulation in India. This book argues that adopting a water justice framework is essential to ensure equitable and sustainable access to and regulation of groundwater by balancing anthropogenic and ecological water needs. The inherent inequity resulting from property rights-controlled groundwater access gets widened by the social, political, and economic factors determining the subsidy beneficiaries. Adopting a socio-legal approach, this book draws on two contrasting case studies in India: Kerala, a water-secure state, and Rajasthan, an arid state. Arguing for a shift to a new paradigm in water governance, it critically examines the feasibility of the public trust doctrine and rights of nature discourse to analyse the best suitable regulatory framework that can balance the human right to water and ecological sustainability in groundwater resources. It demonstrates the feasibility of adopting various environmental law principles that balance human rights to water and nature. It argues that the hitherto highlighted public trust doctrine cannot address these inequities due to its anthropogenic bias and property rights link. This book examines the applicability of the rights of nature discourse instead of these property rights-based regulations to incorporate and mainstream the concerns of aquifer protection in water governance. This book shall be of great interest to students, scholars, and practitioners of water law and policy, environmental law, water and social justice, development studies, and political ecology.

Thar Desert in India is one of the most well-investigated and densely populated regions amongst the world arid zones. A blend of crop and animal husbandries, conservative land use practices, coping mechanisms to minimize adverse effect of drought and a frugal lifestyle have been the characteristic features of its dwellers. Recent increase in biotic pressure has interacted with the fragile environment to create fearsome environmental problems. Governmental responses were prompt in form creating a strong research infrastructure for multi-disciplinary and multi-location research and demonstration on the one hand and in huge investment in irrigation from internally and externally sourced water, desertification control program and an accelerated socio-economic and infrastructure development, softening content of drought and strengthening of livelihoods on the other. Unlike several publications on the Thar, the current effort attempts a comprehensive, pragmatic and off-beat analysis of various developments and goes further to show how the situation today is a blend of both resource degradation and economic development. Recent studies have helped rebuild the past climate history that shows that the climate has been fluctuating during the geological history but reports suggest also that current anthropogenic global warming makes the desert more vulnerable in near future. An attempt has been made also to peep into the future of the Thar.
